§ 5.16.010. Authority.

This chapter is adopted under the authority of Business and Professions Code Section 7582.5.

§ 5.16.020. Registration—Required.

Each private patrol operator as defined in Business and Professions Code Section 7582.5, or employee of a private patrol operator, before operating in such capacity or employment, shall first register with the chief of police of the city. An employee who is not engaged as a watchman, guard, patrolman or otherwise acting to protect persons or property shall not be required to so register.

§ 5.16.030. Registration—Required information.

Before issuance of a current certificate of registration, the applicant must supply the chief of police with the following:

A. The names, social security numbers and current driver's license numbers of each employee or employer and the name and address of each client;

B. A valid current license to act as a private patrol operator, security guard or security officer, issued pursuant to the Private Investigator Act set forth in Chapter 11.5 of Division 3 of the Business and Professions Code and the regulations promulgated thereunder;

C. A statement of whether or not the applicant has ever been convicted of the illegal use, carrying or possession of a dangerous weapon or of a felony;

D. A recent photograph;

E. A statement of whether the applicant has ever had a private patrol operator's license refused, suspended or revoked and describing the circumstances;

F. The address of the private patrol operator's place of business;

G. A statement of how long the applicant has worked as a private patrol operator or in a related capacity and the name and address of the last place of employment in such capacity;

H. The name, address, phone number and the contact person at the applicant's last two places of employment;

I. The fingerprints of the applicant; and

J. If the applicant will carry a firearm, a valid, current firearms qualification card issued by the Bureau of Collection and Investigative Services.

§ 5.16.040. Registration—Investigation.

Once the information required of an applicant is submitted, the chief of police shall conduct an investigation of the facts and data provided by the applicant. If the chief of police finds that the applicant complies with the requirements of the Private Investigator Act, the regulations issued thereunder and the requirements of this chapter, he or she shall issue a registration certificate to the applicant.

§ 5.16.050. Registration—Certificate.

Upon registering with the chief of police, the operator or employee shall be issued a certificate of registration, which certificate must be annually renewed. There shall be no charge for such registration.
