§ 2.04.010. Meetings.

A. All meetings of the city council shall be open and public, and all persons shall be permitted to attend any meeting of the city council, except that closed sessions may be held when permitted by law.

B. The place of regular city council meetings shall be in the council chambers located at 1110 West Capitol Ave., 2nd floor, West Sacramento, California 95691.

C. The time of regular meetings of the city council shall be fixed by resolution as may be amended from time to time.

D. The time, place and manner of calling special and emergency meetings and adjourning or continuing regular meetings shall be in accordance with the Ralph M. Brown Act (Government Code Section 54950 et seq.).

§ 2.04.020. Presiding officer.

A. The mayor shall be the presiding officer. In the absence of the mayor, the mayor pro tempore shall be the presiding officer.

B. The presiding officer shall preserve order and decorum, and shall decide questions of order, subject to an appeal to the city council by any member.

§ 2.04.030. Business of the city council.

The business of the city council conducted at council meetings shall include the following:

A. Call to order by presiding officer;

B. Acknowledgment of attendance of council members;

C. In no specific order, the following may appear on the agenda:

  1. Pledge of Allegiance,

  2. Approval of the minutes of the previous meeting or meetings,

  3. Consent calendar,

  4. Regular agenda, which may include but not be limited to resolutions and ordinances, and new business,

  5. Opportunity for members of the audience to address the city council for items not on the agenda but within the jurisdiction of the council, and

  6. Adjournment (will always appear last).

§ 2.04.040. Consent calendar.

Matters listed under the consent calendar are to be considered to be routine by the city council and may be adopted by one motion. There will be no discussion of separate consent calendar items, unless a council member, members of the staff or members of the public request specific items to be discussed or removed from the consent calendar.

§ 2.04.050. Opportunity for public to address council.

A. Every agenda for regular meetings shall include the following agenda item:

Opportunity for members of the public to address the City Council on items not on the agenda but within the subject matter jurisdiction of the Council. Speakers are requested to keep their comments to no more than three minutes and to avoid duplicating comments made by others.

B. Members of the public shall be given an opportunity to speak on all items on the agenda. The mayor may request that members of the public complete a request to speak form noting the item or items upon which they wish to comment.

C. As provided by Government Code Section 54954.3(b), the following regulations are adopted to limit public comment at regular meetings:

  1. No individual speaker may address the city council for more than three minutes.

  2. The total time for public comment shall not exceed thirty minutes.

  3. These limits are guidelines and may either be strictly enforced or waived by the mayor in his or her discretion, depending upon the nature of the discussion, the total amount of business to be considered at the particular meeting, the hour of day, and other relevant factors.

§ 2.04.060. Agenda.

A. An agenda shall be prepared by the city clerk before each meeting of the city council.

B. For regular city council meetings, the following shall apply:

  1. The agenda shall be prepared and posted at least seventy-two hours before the scheduled start of the regular meeting.

  2. The agenda shall be posted by the city clerk, or designee, in a designated spot at the office of the city clerk. The agenda shall be posted in such a manner that it can be read in its entirety from outside the building. The last page of agenda will include a declaration of posting signed by the city clerk or his or her deputy.

  3. The agenda shall specify the time and location of the regular meeting and shall contain a brief general description of each item of business to be transacted or discussed at the meeting.

  4. In order for an item of business to be placed on the agenda for a regular meeting, council members and staff shall follow the procedures outlined in the city's administrative policy manual and other adopted council policies and procedures.

§ 2.04.070. Suspension of rules.

The rules provided in this chapter may be waived, suspended or modified by the city council, in its discretion, provided that the waiver, suspension or modification does not violate the Ralph M. Brown Act or other applicable provisions of law.

§ 2.04.080. Compensation.

In accordance with the provisions of Section 36516 of the Government Code, the compensation of the mayor and of the members of the city council shall be one thousand and six hundred dollars per month, each, payable monthly.
