§ 13.04.520. Service when service connection adequate.

Where an existing and adequate service connection and/or meter are properly connected to the city distribution system, and which is or has been legally servicing the premises or for which a city connection permit has been issued, an applicant for water service from the city shall be entitled to such service after the applicant submits an appropriate application to the city, pays a service fee as prescribed by resolution of the city council and complies with all other regulations of the city. However, if the applicant is delinquent in any bills to the city, the applicant shall pay such bills in full prior to receiving city water service.

§ 13.04.530. Service when service connection inadequate.

Where the installation or enlargement of a main line, service connection or meter is necessary prior to the city's supplying service to an applicant and permit fee to the city for service, if the city has sufficient water supply and system capacity to supply water, the city shall accept the application. The city shall furnish the water service subsequent to the applicant's construction, or payment for construction, of the necessary portions of the distribution system; the applicant's payment of all fees to the city; the applicant's compliance with all city rules and regulations; and the applicant's payment in full of all delinquent charges, if any, owed to the city.

§ 13.04.540. Connection fees.

A. When the city installs a service connection or meter, the city shall collect the connection fees prescribed by resolution of the city council from the applicant prior to the installation of service connections and meters, except for service under Section 13.04.640 for temporary water service. The installation of any service connection or meter which entails unusual conditions resulting in additional costs shall be installed on the basis of actual cost.

B. Connection fees shall be adjusted each succeeding July 1st, commencing July 1, 1983, to reflect inflationary costs. The fees shall be increased by the ratio which the Engineering News Record Construction Cost Index (Twenty Cities) for the most recent July 1st bears to the July 1, 1982 Index.

C. In addition to any other charge required by this chapter, there shall be collected a fee for each parcel identified and subject to Rule 15 "Special Facilities Agreements" with Washington Water and Light Company, in an amount which the city is required to refund pursuant to such an agreement.

§ 13.04.590. Service charge rate structure (cost of service).

Service charges shall be charged by user class, reflecting the different capacity and water volume requirements for each class. Each user in a class shall pay charges in two parts:

A. A service charge to be paid regardless of water use; and

B. A volume charge to be the result of the rate for the user class applied to user's volume usage.

§ 13.04.591. Adoption or revision of rates.

Charges for the services or facilities furnished by the city pursuant to this chapter shall be prescribed or revised by resolution or ordinance.

§ 13.04.600. Annual rate adjustment.

Annually, effective January 1 of each year, beginning January 1, 2007, fees and charges in Section 13.04.591 of this chapter shall be adjusted based on the following percentages:

2007 5.00%
2008 5.00%
2009 5.00%
2010 3.00%
