Waterford Municipal Code Ch. 3.40 Police Service Fees

Pursuant to the authority contained in Section 37112 of the Government Code of the state of California, the following fees are established for those services provided by the city of Waterford police department.

A. In order to establish a policy of recovering the full costs reasonably borne of providing special services of a voluntary and limited nature to the public and so that general taxes are not diverted from general services of a broad nature and thereby utilized to subsidize unfairly and inequitably such special services and to mitigate the impact of these services on the police department, certain service fees must be exacted. The city council has determined that a police service fee is needed in order to finance these special services.

B. The city has conducted an analysis of its services, the costs reasonably incurred in providing those services, the beneficiaries of those services, and the revenues produced by fees and charges for special services.

A police service fees is hereby established on all services provided for by city council through resolution. The city council shall, in a council resolution, set forth the specific amount of the fees for the specific services provided. On an annual basis, the city council shall review these fees to determine whether the fee amounts are reasonably related to the costs of the services provided.

The revenues raised by payment of the fees shall be accounted for separately.
