§ 2.16.010. Bonds.

A. The City Administrator, City Clerk, Director of Finance and City Treasurer are each required to execute an official bond in the amount of $100,000.00 in order to ensure the faithful performance of the duties of each position.

B. Each bond, renewal, or substitute must be maintained and kept in force during the entire time that each such official occupies the respective office.

C. The premiums for such bonds will be paid by the City, and the term of such bonds may not exceed one year.

§ 2.16.020. Merit system—Established.

Pursuant to authority granted under the City's Charter, Section 5 of Article XI of the California Constitution, and Section 45001 of the Government Code, the City Council hereby establishes a merit system for the administration of those City officers and employees to be included in the system, as set forth in the personnel policies and procedures manual to be created and as referenced in Section 2.08.060(C) of this Code.

§ 2.16.030. Merit system—Principles.

All appointments and promotions of City officers and employees shall be made on the basis of merit, with due regard for equal opportunity in employment, and ability shall be demonstrated by appropriate examination or other evidence of competence.

§ 2.16.040. Municipal employee relations representative.

The City Council of the City of Vernon shall appoint the municipal employee relations representative (MERR) by resolution. The MERR shall serve in said capacity and shall be responsible for the performance of all duties and obligations provided for in Resolution No. 4027, and in addition thereto, shall be in accordance with City Council policy and direction, and be responsible for all of the labor relations for the City.

§ 2.16.050. Human Resources Director.

The City Council of the City of Vernon shall appoint the Human Resources Director of the City by resolution.
