22.150.010 Water system connection fee.¶
A. Purpose. The water system connection fee is a fee assessed to recover a fair and proportionate share of capital costs of pumping and storage facilities and distribution lines not on or immediately adjacent to the property to be served that benefit said property.
B. Amount. A water connection fee shall be paid before connection to the Ventura water system. The fee to be paid is based on meter size and as specified in Appendix A.
In those cases in which capacity demands are changing on an existing connection to the water system by changing the size of meter, a connection fee shall be charged which is equal to the net difference between the current charge for the new meter to be installed less the current fee for the meter that is being replaced.
The city manager shall, at the beginning of each fiscal year, determine the percentage by which the connection fee schedule shall be increased. The fee shall be increased in accordance with the annual percentage increase in construction costs which has been established and published in the Engineering News-Record. The percentage increase shall apply uniformly to each meter size and shall take effect automatically.
Installation of fire lines shall be exempt from the connection fee.
C. Water System Improvement Activity. Payments made hereunder shall be deposited in the water fund. Such funds shall be used for water system improvement purposes whether contemplated prior to or subsequent to the effective date of these regulations. (Code 1971, § 4581; Ord.
