16.110.010 Definition of words and phrases.¶
The following words and phrases have the meanings respectively ascribed to them in this chapter. Whenever any words and phrases used herein are not defined herein but are defined in the California Vehicle Code, such definition shall be deemed to apply to such words and phrases used herein.
“Alley” or “alleyway” means any unnamed street less than 25 feet in width, between property lines.
“Bicycle” means every device propelled by human power upon which any person may ride, having two tandem wheels, either of which is 20 inches or more in diameter.
“Central traffic district” means all streets and portions of streets within the area described as follows:
Commencing at the Northeast Corner of Block 62 in said City (being the Southwest corner of Poli Street and Fir Street); thence, Westerly along the South line of Poli Street to Valdez Alley; thence, Southerly along said Valdez Alley to the North line of Main Street; thence, Westerly along Main Street to the intersection of Main Street and Ventura Avenue; thence, Southerly along the Westerly line of Ventura Avenue to the intersection of Santa Clara Street and Ventura Avenue; thence, Easterly along the North line of Santa Clara Street to the intersection of Santa Clara Street and Fir Street; thence, Northerly along the Westerly line of Fir Street to the point of beginning.
“Coach” means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.
“Commercial vehicle” means a vehicle used or maintained for the transportation of persons for hire or compensation, or designed, used, or maintained primarily for the transportation of property.
“Council” means the council of the city of San Buenaventura.
“Curb” means the lateral boundary of the roadway, whether such curb be marked by curbing construction, or not so marked; the word “curb” as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.
“Curb loading zone” means a space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
“Divisional island” means a raised island located in the roadway and separating opposing or conflicting streams of traffic.
“Highway” shall have the meaning set forth in Vehicle Code Section 530.
Holidays. Within the meaning of this title, holidays are the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, the twelfth day of October, the eleventh day of November, Thanksgiving Day, and the twenty-fifth day of December. If the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the ninth day of September, the twelfth day of October, the eleventh day of November, or the twenty-fifth day of December falls upon a Sunday, the Monday following is a holiday.
“Laned roadway” means a roadway which is divided into two or more clearly marked lanes for vehicular traffic.
“Loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
Official Time Standard. Whenever certain hours are named herein, they shall mean standard time or daylight saving time, as may be in current use in this city.
“Official traffic control devices” means all signs, signals, markings, and devices not inconsistent with this title placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning, or guiding traffic.
“Off-street parking facility” means space located outside of any street or other public right-of-way that is designed to accommodate the parking of motorized and nonmotorized vehicles.
“Park” means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.
“Parking meter” means a mechanical or digital device installed within or upon the curb, sidewalk, or similar location, adjacent to a parking space or spaces, for the purpose of controlling the period of time occupancy of such parking space is lawful by any vehicle.
“Parkway” means that portion of a street other than a roadway or a sidewalk.
“Passenger loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
“Pedestrian” means any person afoot.
“Police officer” means every officer of the police department of this city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
“Private roadway” shall have the meaning set forth in Vehicle Code Section 490.
“Public parking structure” means a semi-enclosed structure or portion thereof composed of more than one level or floor, with or without an occupiable building above or below the parking structure, used exclusively for the parking of motor vehicles and which is open to the public for parking of motor vehicles, with or without charge.
“Public roadway” shall have the meaning set forth in Vehicle Code Section 530.
“Stop,” when required, means complete cessation of movement.
“Stop or stand,” when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
“Trailer coach” means a vehicle, other than a motor vehicle, designed for human habitation or human occupancy for industrial, professional, or commercial purposes, for carrying persons and property on its own structure, and for being drawn by a motor vehicle.
“Vehicle Code” means the Vehicle Code of the state of California. (Code 1971, § 7111; Ord. No. 2022-007, § 1, 6-27-22)
