1411 - Form and procedure.¶
No claim for money or damages shall be considered by the Board of Supervisors unless said claim conforms to the provisions of section 910, et seq., and sections 29700, et seq., of the Government Code of the State of California and unless said claim is filed with the Clerk of the Board of Supervisors or Auditor not less then five (5) days prior to the time of the meeting of the Board at which it is to be considered.

1412 - Claims considered by auditor.¶
Notwithstanding the provisions of section 1411 hereinabove, where the Board of Supervisors has adopted a resolution pursuant to section 29740 of the Government Code vesting authority in the Auditor to allow or reject claims within those categories shall not be subject to the three-day waiting period prescribed by section 29742 of the Government Code.

1413 - Special claims.¶
Pursuant to section 935 of the Government Code, all claims against the County of Ventura for money or damages which are excepted by section 905 of the Government Code from the provisions of Division 3.6 of the Government Code (sections 810, et seq.), and which are not governed by any other statutes or regulations expressly relating thereto, shall be governed by the procedures prescribed in this Section.
(a) A signed written claim shall be presented to the County of Ventura by mailing or delivering it to the Clerk of the Board of Supervisors or to the County Auditor-Controller or to the Board of Supervisors by the claimant or by a person acting on his behalf. The claim shall conform to the requirements of section 910 of the Government Code or of a form provided by the County if such form is provided.
(b) Unless otherwise provided in this Section, the procedures for presentation, consideration and action upon all claims filed pursuant to this Section shall be the same as the procedures provided and required by sections 910 through 915.2 of the Government Code, and any amendments thereto as enacted, which provisions and sections are hereby adopted as the requirements of this Section. The presentation and action on claims provided herein shall be a prerequisite to suit thereon, and such suit shall be subject to the provisions of sections 945.4 and 945.6 of the Government Code.
