6505 - Applicability.¶
The purpose of this article is to provide minimum standards to safeguard life, property, and public welfare by regulating operational requirements for fuel servicing equipment and personnel. All regulations of this article are developed to meet FAR Part 139 requirements for certificated airports and safety standards for noncertificated airports.

6505-1 - Qualified operator.¶
Aircraft fuel servicing tank vehicles shall be attended and operated by persons instructed in methods of proper use and operation. Each operator shall be required to carry an identification card issued by their employer certifying their qualifications.

6505-2 - Documentation and training.¶
Employers shall be required to maintain training records of employees involved in aircraft fuel servicing.

6505-3 - Compliance.¶
Fuelers must meet and comply with all applicable City, County, State and Federal regulations with respect to the storage, handling, and dispensing of aircraft fuel at the airports.

6505-4 - Aircraft fuel storage facilities (fuel farm).¶
Aviation fuels must be stored in approved fuel storage tanks constructed and maintained in compliance with City, County, State and Federal standards. Any tanks to be constructed on the airports must receive written approval of the Director of Airports and have the approval of the Fire Department. Fuel storage facilities shall also be marked with the type of fuel being stored and dispensed.

6505-5 - Aircraft fuel servicing tank vehicle maintenance.¶
(a) Every aircraft refueler unit and all equipment used in connection therewith shall be maintained in a safe operating condition and good repair at all times.
(b) If any aircraft fuel servicing equipment is found to be detective or in a state of disrepair, so as to constitute a fire hazard or unsafe condition, the Director of Airports may order such equipment be placed out of service until such time as it can repaired.

6505-6 - Stabilization of fuel servicing equipment.¶
Aircraft fuel servicing tank vehicles shall be stabilized with an emergency brake and chock blocks during fueling/defueling operations.

6505-7 - Remain with equipment.¶
Aircraft fuel servicing operators shall remain with fuel servicing equipment while connected to aircraft and/or fuel farms. Every effort will be made to prevent fuel overflows.

6505-8 - Self closing nozzles.¶
Self closing nozzles and/or deadman controls shall be held open by hand during the entire fueling/defueling operation. Holding or blocking open of control by any other means is prohibited.

6505-9 - Tandem fueling.¶
Tandem fueling, which is the practice of passing fuel from one vehicle to another and then to an aircraft, is prohibited.

6505-10 - Handling and disposal.¶
Fuelers shall provide for the safe and lawful handling and disposal, away from the airport, of hazardous waste and other materials, including but not limited to, used oil, solvents, and other waste. Violation of this section constitutes a misdemeanor.

6505-11 - Carriage of lighters and matches by fuel servicing personnel.¶
Fuel service personnel shall not carry lighters or matches on their person while engaged in fuel servicing operations.

6505-12 - Loading of aircraft fuel servicing tank vehicles.¶
(a) Filling of the vehicle cargo tank shall be under the observation and control of a qualified and authorized operator at all times.
(b) Required deadman or automatic fill controls shall be in normal operating conditions during the filling operation. They shall not be blocked open or otherwise bypassed.
(c) The engine of the aircraft servicing tank vehicle shall be shut off prior to filling the tank.
(d) The cargo tank shall be bonded to the fill pipe before the dome covers are opened and shall remain bonded until the dome covers are securely closed.

6505-13 - Parking of aircraft fuel servicing vehicles.¶
Parking areas for aircraft fuel servicing tank vehicles shall be arranged to:
(a) Facilitate dispersal of the vehicles in the event of an emergency.
(b) Provide a ten (10) foot clearance between parked vehicles for accessibility of fire control purposes.
(c) No aircraft fuel servicing tank vehicle shall be parked, stored, repaired, or left unattended within fifty (50) feet of any hangar, building, or any structure housing the public which has windows or doors.
(d) Minimize exposure to damage from out-of-control aircraft.

6505-14 - Aircraft fuel servicing tank vehicle identification.¶
The identification of the vehicles shall satisfy the requirements of FAR Part 139 and NFPA Standards.
(a) Aircraft fuel servicing vehicles shall be marked to identify the product being carried.
(b) Aircraft fuel servicing vehicles shall have emergency shut off controls marked in contrast with the color of the vehicle.
(c) No smoking signs and flammable signs shall be posted on all sides of the vehicle.

6505-15 - Violation.¶
A violation of any provision of these regulations may result in the suspension or revocation of fueling privileges by the Director of Airports.

6505-16 - Suspension.¶
The Director of Airports shall have the power to suspend the privileges of fuel servicing personnel and/or remove from service, equipment that does not satisfactorily meet all standards of NFPA, UFC, and FAR Part 139.

6505-17 - Reinstatement.¶
A fueler may apply to the Director of Airports for reinstatement of suspended fueling privileges or equipment within thirty (30) days after such suspension.
