4311 - Purpose.

The purpose of this Chapter is to prohibit any tent or camp upon any portion of the public ocean beach for any purpose except shelter from sun and wind.

4312 - Camping prohibited.

It shall be unlawful for any person between the hours of 7 o'clock p.m. of one day and 7 o'clock a.m. of the following day, to erect, maintain or occupy any tent or house trailer or camp on any of the public ocean beaches.

4312-1 - Exemptions.

Nothing in Sections 4311 and 4312 shall be construed to prohibit camping upon those portions of the public ocean beach designated and set aside for camping purposes by resolution of the Board or in those portions of the public ocean beach which are under the control of the State of California.

4313 - Inspection.

It shall be unlawful for any person to erect, maintain or occupy any tent, camp or shelter upon the public ocean beach between the hours of 7 o'clock a.m. and 7 o'clock p.m. of any day, except such tent or shelter be opened fully on at least two (2) sides for inspection.

4314 - Exclusions.

This Chapter shall not be construed to prevent the maintenance of a tent, camp or camp fire where expressly provided for in public parks or upon any private property or privately owned beach by the owner thereof, or by others with the written consent of such owner; provided, however, that if written consent has been obtained, the person to whom the same is granted shall at all times while using such private property have the same in his immediate possession and display the same upon demand of any peace officer of the County.

4315 - Hours beach closed.

All public ocean beaches in the unincorporated areas of the County of Ventura owned and operated by the County of Ventura shall be closed to the public from 10:30 p.m. to 7:00 a.m. and no person except those having valid camping permits issued under the authority of Section 4312-1, shall enter or remain in any such public ocean beach at any time between such hours.
