§ 9.16.010. Definitions.¶
As used in this chapter:
"Alcoholic beverage"
means and includes alcohol, spirits, liquor, wine, beer, malt, and every liquid or solid containing alcohol, spirits, wine, or beer, and which contains one-half of one percent or more of alcohol by volume, and which is fit for beverage purposes either alone or diluted, mixed, or combined with other substances.
"Public park"
means and includes those certain areas designated and dedicated for public park use and recreation, as the same are designated and shown on official maps of the city.

§ 9.16.020. Intoxication in public prohibited.¶
A. It is unlawful for any person to drink or consume any alcoholic beverage, or possess any can, bottle or other receptacle containing any alcoholic beverage which has been opened, or a seal broken, or the contents of which have been partially removed, while in or on any public street, alley, way, public sidewalk, public or private parking lot, public restroom, vacant lot, vacant tenements, unoccupied land, parkway, playground, or park within the city, or within any building owned by or leased to the city, except when such consumption or possession takes place at any event supervised and/or permitted by the city.
B. It is unlawful for any person to be intoxicated or drunk in or upon any public street, alley, way, public sidewalk, public or private parking lot, public restroom, vacant lot, vacant tenements, unoccupied land, parkway, playground, or public park within the city, or within any building owned by or leased to the city.
C. This section shall apply whether such person is or is not in or upon any automobile or other vehicle or conveyance.

§ 9.16.030. Public parks, alcoholic beverages prohibited in.¶
No person shall possess, sell, give, deliver or consume any alcoholic beverages within the confines of any public park within the city, or any public park owned or possessed or operated by the city, including, but not limited to, Baldy View Park, Cabrillo Park, Citrus Park, Fern Reservoir Park, Greenbelt Park, Magnolia Park, McCarthy Park, Memorial Park, Olivedale Park, San Antonio Park, Sierra Vista Park, 8th and Campus Reservoir Park and 13th and Campus Reservoir Park. Every violation of this section shall be punishable as an infraction.
There shall be excepted from this section, however, the possession or consumption of alcoholic beverages in the aforementioned public parks with written authorization by the city manager and police chief for city-sanctioned or -approved special events. Additionally, excepted from this section is the possession of alcoholic beverages in any building leased by the city, provided such possession or consumption is conducted in strict accordance with the provisions of such lease.

§ 9.16.040. Public parks, alcoholic beverages prohibited in—Signs installed.¶
Appropriate signs shall be installed within the parks mentioned in Section 9.16.030 indicating the prohibitions herein contained.

§ 9.16.050. Intoxication in private place prohibited.¶
It is unlawful for any person to be drunk or intoxicated upon any private premises or place, or in any private house in which people abide or to which people resort, to the annoyance or disturbance of others.
