5330 - STOPPING, STANDING AND PARKING IN GENERAL¶
a Application of Regulations
The provisions of this Chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code or the ordinances of this City prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. b Stopping or Standing in Parkways Prohibited
No person shall stop, stand or park a vehicle within any parkway.
c Traffic Engineer to Maintain No Stopping Zones and No Parking Areas
The City Traffic Engineer is hereby authorized to maintain, by appropriate signs or by paint upon the curb surface, all no stopping zones, no parking areas, and restricted parking areas, as defined and described in this Chapter.
When said curb markings or signs are in place no operator of any vehicle shall stop, stand or park such vehicle adjacent to any such legible curb marking or sign in violation of any of the provisions of this Chapter.
d No Parking Areas
No operator of any vehicle shall stop, stand, park, or leave standing such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or other authorized officer, or traffic sign or signal:
(1) Within any divisional island unless authorized and clearly indicated with appropriate signs or markings.
(2) On either side of any street between the projected property lines of any public walk, public steps, street, or thoroughfare terminating at such street, when such area is indicated by appropriate signs or by red paint upon the curb surface.
(3) In any area where the City Traffic Engineer determines that the parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property, when such area is indicated by appropriate signs or by red paint upon the curb surface.
(4) In any area established by resolution of the Council as a no parking area, when such area is indicated by appropriate signs or by red paint upon the curb surface.
(5) Upon, along or across any railway track in such manner as to hinder, delay, or obstruct the movement of any car traveling upon such track.
(6) In any area where the parking or stopping of any vehicle would constitute a traffic hazard or would endanger life or property.
(7) On any street or highway where the use of such street or highway or a portion thereof is necessary for the cleaning, repair or construction of the street or highway or the installation of underground utilities or where the use of the street or highway or any portion thereof is authorized for a purpose other than the normal flow of traffic or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size, and the parking of such vehicle would prohibit or interfere with such use or movement; provided that signs giving notice of such no parking are erected or placed at least twenty-four (24) hours prior to the effective time of such no parking.
(8) At any place within twenty (20) feet of a point on the curb immediately opposite the mid-block end of a safety zone, when such place is indicated by appropriate signs or by red paint upon the curb surface.
(9) At any place within twenty (20) feet of a crosswalk at an intersection in the central traffic district or in any business district when such place is indicated by appropriate signs or by red paint upon the curb surface except that a bus may stop at a designated bus stop.
(10) Within twenty (20) feet of the approach to any traffic signal, boulevard stop sign, or official electric flashing device.
e Leaving Vehicle Parked on Street in Excess of Seventy-Two Hours Prohibited.
No person who owns or has possession, custody, or control of any vehicle shall park or store such vehicle upon any public street or dedicated alley for a consecutive period of more than seventy-two (72) hours. The term "store" for purposes of this subsection is defined as the parking or leaving unattended any vehicle in one location for the period described in this Section. The term "one location" shall include any movement or relocation or re-parking of such vehicle within two tenths (.2) of a mile from any prior parking location used within the preceding seventy-two (72) hour period.
In the event a vehicle is parked or left standing upon a street or alley in excess of a consecutive period of seventy-two (72) hours and is not moved as required by this section, any member of the Police Department authorized by the Chief of Police may remove the vehicle from the street in the manner and subject to the requirements of California Vehicle Code Section 22650, et seq. f Parking for Demonstration
No operator of any vehicle shall park shall vehicle upon any street in this City advertising or displaying it for sale, unless authorized by resolution of the City Council. (Ord. No. 370. Sec. 2, 11-6-67)
g Repairing or Greasing Vehicles on Public Streets.
No person shall construct or cause to be constructed, repair or cause to be repaired, grease or cause to be greased, dismantle or cause to be dismantled any vehicle or any part thereof upon any public street in this City. Temporary emergency repairs may be made upon a public street, [allowing] one (1) hour for private vehicles and two (2) hours for commercial vehicles. (Ord. No. 786, Sec. 18, 2-5-79)
h Washing or Polishing Vehicles
No person shall wash or cause to be washed, polish or cause to be polished any vehicle or any part thereof upon any public street in this City, when a charge is made for such service.
i Parking Adjacent to Schools
(1) The City Traffic Engineer is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
(2) When official signs are erected prohibiting parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.
j Use of Streets for Storing Wide Vehicles Prohibited.
No person shall store any vehicle with a width of eighty (80) inches or more on any public street or dedicated alley. The term "store," for purposes of this subsection, shall mean continuously parking such vehicle on any public street or dedicated alley within the same two (2) mile radius for a consecutive period of more than seventy-two (72) hours.
Any violation of this subsection shall be deemed an infraction, punishable by a fine of one hundred dollars ($100.00). A second violation of this subsection shall be punishable by a fine of two hundred dollars ($200.00), and a third and subsequent violation shall be deemed a misdemeanor. (Ord. k Nonmotorized Vehicles, Trailers, and Campers
No person shall at any time park or leave standing any nonmotorized vehicle, trailer, or camper, regardless of width or length, when it has been detached from its motor vehicle on any public street or dedicated alley, except for purposes of loading or unloading and for a period not to exceed twenty-four (24) hours. l Unlawful Parking; Peddlers, Vendors
(1) (Repealed by Ord. No. 1274)

(3) No persons shall park or stand any vehicle or wagon or other device used or intended to be used in the transportation of property for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to do so from the City Traffic Engineer which shall designate the specific location where such vehicle may stand.
(4) Whenever any permit is granted under the provisions of this Section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle, wagon, or pushcart or other device on any location other than as designated in such permit. In the event that the holder of any such permit is convicted in any court of competent jurisdiction for violating any of the provisions of this Section, such permit shall be forthwith revoked by the City Traffic Engineer upon the filing of the record of such conviction with such officer and no permit shall thereafter be issued to such person until six (6) months have elapsed from the date of such revocation. m Emergency Parking Signs
(1) Whenever the City Traffic Engineer shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings, or functions, or for other reasons, the City Traffic Engineer shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the City Traffic Engineer shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the City Traffic Engineer shall cause such signs to be removed promptly thereafter.
(2) When signs authorized by the provisions of this Section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

5331 - STOPPING, STANDING OR PARKING RESTRICTED OR PROHIBITED ON CERTAIN STREETS¶
a Twenty-Four Minute Parking
Green curb markings shall mean no standing or parking for a period of time longer than 24 minutes.
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle adjacent to any such legible curb marking or sign or parking meter in violation thereof. b Forty Minute Parking
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle for a period of time longer than 40 minutes. (Ord. No. 570)
c One Hour Parking
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle for a period of time longer than one hour. (Ord. No. 570)
d Two Hour Parking
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle for a period of time longer than two hours. (Ord. No. 570)
e Four Hour Parking
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle for a period of time longer than four hours.
f Eight Hour Parking
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle for a period of time longer than eight hours.
g Twelve Hour Parking
When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof and indicating the hours and days when in effect, no operator of any vehicle shall stop, stand or park said vehicle for a period of time longer than twelve hours.
h Parking Parallel on One-Way Streets
(1) Subject to other and more restrictive limitations, a vehicle may be stopped or parked within 18 inches of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.
(2) In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
(3) The City Traffic Engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof.
(4) The requirement of parallel parking imposed by this Section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case such vehicle may be backed up to the curb, provided that such vehicle does not extend beyond the center line of the street and does not block traffic thereby.
i Diagonal Parking
On any of the streets or portions of streets established by resolution of the Council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it shall be unlawful for the operator of any vehicle to park said vehicle except:
(1) At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of said allotted space;
(2) With the front wheel nearest the curb within six (6) inches of said curb.
The provisions of this Section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in Section 5331e of this Chapter shall be complied with.
j Parking Space Markings
The City Traffic Engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.
When such parking space markings are placed on the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.
k No Stopping Zones
The City Traffic Engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and day when stopping is prohibited.
During the hours and on the days designated on the signs, it shall be unlawful for the operator of any vehicle to stop said vehicle on any of the streets or parts of streets established by resolution of the Council as no stopping zones.

m Curb Parking Right-of-Way
For the purpose of this Section a curb parking space shall be an area open for lawful parking alongside or adjacent to a curb, which area is not of sufficient length to permit two or more vehicles to freely move for parking therein at the same time. Any person seeking to park his vehicle in a curb parking space, whose vehicle arrives at said parking space prior to any vehicle other than his, and who proceeds beyond said space a distance not to exceed ten (10) feet measured at the rear bumper, for the purpose of backing his vehicle therein, shall have the right-of-way over any person driving, or attempting to drive any other vehicle directly into such curb parking space, and driver of such other vehicle shall yield the right-of-way to the driver first arrived at said parking space. n Parking by Permit Only and District Map
The City's preferential parking permit program restricts vehicle parking on certain public streets from 2:00 a.m. and 6:00 a.m., seven (7) days a week, except by permit. The area(s) designated to require a special parking permit are included in the parking district map maintained by, and on file with, the Director of Public Works. New permit parking areas may be established in accordance with the applicable Preferential Permit Parking and Procedures for Parking by Permit Only identified in subsection o below. (Ord. o Policies and Procedures for Parking by Permit Only
The Preferential Permit Parking Program Policies and Procedures for parking by permit only on public streets within the City are set forth in City Council Resolution No. 23-26, as the same may be amended from time to time. (Ord. No. 1537, Sec. 2, 10-17-23)
5332 - STOPPING FOR LOADING OR UNLOADING ONLY¶
a Authority to Establish Loading Zones
(1) The City Traffic Engineer is hereby authorized to determine and to mark loading zones and passenger loading zones as follows:
(a) At any place in the central traffic district or any business district.
(b) Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.
(2) In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes.
(3) Loading zones shall be indicated by yellow paint upon the top of all curbs within such zones.
(4) Passenger loading zones shall be indicated by white paint upon the top of all curbs in said zones.
b Curb Markings to Indicate No Stopping and Parking Regulations
(1) The City Traffic Engineer is hereby authorized, subject to the provisions and limitations of this Chapter, to place, and when required herein shall place, the following curb markings to indicate parking or standing regulations, and said curb markings shall have the meanings as herein set forth.
(a) Red shall mean no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.
(b) Yellow shall mean no stopping, standing or parking at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays (and holidays) for any purpose other than the loading or unloading of passengers or materials, provided that the loading or unloading of passengers shall not consume more than three (3) minutes nor the loading or unloading the materials more than twenty (20) minutes.
(c) White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers, or for the purpose of depositing mail in an adjacent mail box, which shall not exceed three (3) minutes and such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any day except Sundays (and holidays) and except as follows:
When such zone is in front of a hotel or in front of a mailbox the restrictions shall apply at all times.
When such zone is in front of a theater the restrictions shall apply at all times except when such theater is closed.
(d) When the City Traffic Engineer as authorized under this Chapter has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this Section.
(e) Green curb markings shall mean no standing or parking for a period of time longer than twenty-four (24) minutes.
(f) Blue curb indicates parking limited exclusively to the vehicles of physically handicapped persons. (Ord. No. 786, Sec. 22, 2-5-79)
c Effect of Permission to Load or Unload
Permission is granted to stop or stand a vehicle for purposes of loading or unloading of materials and shall apply to any vehicle, but shall not extend beyond the time necessary, and, in any event, not more than twenty (20) minutes. (Ord. No. 1094, Sec. 2, 7-20-92)
d Standing for Loading or Unloading Only
No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in section 5332c.
e Standing in Passenger Loading Zone
No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in section 5332c.
f Standing in Any Alley
No persons shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any public or dedicated alley and any private alley as stipulated by special ordinance. (Ord. No. 786, Sec. 23, 2-5-79)
g Coach Zones to be Established
(1) The City Traffic Engineer is hereby authorized to establish bus zones opposite curb space for the loading and unloading of buses or common carriers of passengers and to determine the location thereof.
(2) Coach zones shall normally be established on the far side of an intersection. (Ord. No. 370, Sec. 1)
h Parking for Physically Handicapped Persons—Generally
No person shall stop, stand, or park a vehicle on any street or portion of a street established by resolution as an area restricted exclusively for use by vehicles of physically handicapped persons as defined in Section 22511.5 as that section now provides or may hereafter provide and which vehicles display either one of the distinguishing license plates or distinguishing placard issued by the Department of Motor Vehicles pursuant to the provisions of the California Vehicle Code as it now provides or may hereafter provide, when such area is designated by appropriate signs and by blue paint upon the curbed surface adjacent thereto, unless such vehicle is entitled to display and is displaying the license plate or placard described above. i Same—Exclusive Use on City Owned or Operated Parking Facilities
No person shall stop, stand, or park a vehicle in any parking stall or parking area on City owned or operated parking facilities if that stall or area has been designated by resolution as restricted for the exclusive use of vehicles of physically handicapped persons as defined in Section 22511 of the California Vehicle Code as it now provides or may hereafter provide, which vehicles display either one of the distinguishing license plates or distinguishing placards issued to such persons pursuant to California Vehicle Code, provided that the parking stall or area is indicated by posting immediately adjacent thereto a sign consisting of a profile view of a wheelchair with occupant in white on a blue background and by blue paint upon the curb surface immediately adjacent thereto, unless such vehicle is entitled to display and is displaying the license plat or placard described above. j Same—Exclusive Use in Any Off-Street Parking Area, Public or Private
No person shall stop, stand, or park a vehicle in any off-street parking area, public or private, which has been designated by resolution as restricted for the exclusive use of vehicles of physically handicapped persons as defined in Section 22511 of the California Vehicle Code as it now provides or may hereafter provide which vehicles display either one of the distinguishing license plates or distinguishing placards issued to such persons pursuant to California Vehicle Code, provided that the parking stall or area is indicated by posting immediately adjacent thereto a sign consisting of a profile view of a wheelchair with occupant in white on a blue background and by blue paint upon the curb surface immediately adjacent thereto, unless such vehicle is entitled to display and is displaying the license plate or placard described above. The City will only designate such areas on privately owned property upon written request and consent of the property owner and upon installation and maintenance of the required designations at the cost and expense of the property owner. 5333 - PARKING PROHIBITED ON DESIGNATED ARTERIAL STREETS¶
a
Prohibition. Any other limitation on, or regulation concerning parking contained in this Article to the contrary notwithstanding, it is unlawful at any time to stop, stand, park, or leave standing any vehicle in any of the following segments of the following streets, or any portions thereof:
Irvine Boulevard between Prospect Avenue and Holt Avenue.
Newport Avenue between Sycamore Avenue and First Street.
Red Hill Avenue between Sycamore Avenue and Mitchell Street.
Red Hill Avenue between San Juan Street and Bryan Avenue.

Posing of Parking Restrictions on Designated Arteries. The City Engineer is hereby authorized to place and maintain, or cause to be placed and maintained, "No Stopping Any Time" signs on the portions of the streets identified in subsection a.

Exemptions. The restrictions in subsection a shall not apply to:
Any ambulance, or to a law enforcement or fire department vehicle parked or left parked during an emergency; or
Vehicles parked in compliance with a lawful City encroachment permit, which permit authorizes vehicular parking in that segment or portion of segment of that street at that time.

Penalties.
Parking a vehicle in violation of this Section shall be an infraction. All persons designated by the Chief of Police are authorized and empowered to remove or cause to be removed all vehicles parked on a street contrary to the provisions of this Section, and to store the vehicles. The owner or operator of any vehicle shall be liable for the reasonable towing and storage charges.
In addition, this Section may be enforced in any manner provided in Chapter 1 of the Tustin City Code.

5334 - PARKING RESTRICTED TO FACILITATE STREET SWEEPING¶
a
Prohibition. Any other limitation on, or regulation concerning parking contained in this Article to the contrary notwithstanding, it is unlawful to stop, stand, park, or leave standing, any vehicle on any street, highway, or portion thereof, during the hours and on the day or days of the month indicated on signs containing the words "No Parking," which signs have been placed in pursuant to Tustin City Code Section 5334b.
b
Parking Signs. The City Traffic Engineer is hereby authorized to determine the locations of and to place and maintain, or cause to be placed and maintained, signs designating the hours during which, and day or days of the month on which parking is prohibited in order to permit City equipment to sweep streets or highways.

Exemptions. The following shall be exempt from the restrictions of Section 5334a:
Ambulance, law enforcement and fire department vehicles; and
Construction vehicles, dumpsters and other obstructions permitted pursuant to a valid encroachment permit.
d
Penalties.
Violation of this Section shall be an infraction. All persons designated by the Chief of Police are authorized and empowered to remove or cause to be removed all vehicles parked on a street contrary to the provisions of this Section, and to store the vehicles. The owner or operator of any such vehicle shall be liable to the reasonable towing and storage charges.
In addition, this Section may be enforced in any manner provided in Chapter 1 of the Tustin City Code or under California law.
