4421 - LITTER

No person shall throw, throw out, drop, deposit, place or leave any litter, garbage, refuse or rubbish in, on or upon any public street, sidewalk, parkway, park or other public place, any vacant lot, or any private property other than in any receptacle maintained for trash.

4422 - DEPOSITING OF DIRT AND OTHER MATERIAL

No person shall deposit, place or leave any earth, sand, gravel, rock or other inorganic material upon any property without prior written, express permission of the owner of such property.

4423 - DEPOSITING OF UNSIGHTLY MATERIAL

No person shall deposit, place or leave any earth, sand, gravel, rock or other inorganic material upon any property so as to constitute a public nuisance by reason of unsightliness, dust or other threat to public safety, health or well-being.
