2.12.010 - Fiscal year.

The fiscal or budget year of the City shall begin on the first day of July and shall end on the thirtieth day of June of the succeeding year, unless otherwise prescribed by State law.

2.12.020 - Definition of terms used in this article.

(a) The term "City" or "City Government" includes all agencies and their officers, agents and employees who receive or disburse City funds.

(b) The term "City funds" means any moneys appropriated or approved by the City Council or to which the City may at any time have legal or equitable title or a fiduciary responsibility.

(c) The term "operating budget" means the plan of the City to receive and expend funds for obligations and charges incurred for current operating activities and programs of the City for a specific fiscal year.

(d) The term "capital project" shall mean: (1) any physical public betterment or improvement and any preliminary studies and surveys relative thereto; (2) the acquisition of property of a permanent nature for public use; and (3) the purchase of equipment for any public betterment or improvement when first constructed.

(e) The term "capital budget" means the fiscal plan of the City to receive and expend funds for capital projects scheduled during the first fiscal year included in the capital program.

(f) The term "capital program" means the fiscal plan and schedule of the City to receive and expend funds for capital projects during the fiscal year covered by the capital budget and the next succeeding four (4) fiscal years thereafter.

2.12.030 - Comprehensive scope of budget.

The City budget shall consist of the operating budget, the capital budget and capital program, and the budget message. The budget will be organized in a comprehensive programmatic format emphasizing annual work effort and performance. It shall represent a complete financial plan for a fiscal year for the City reflecting all receipts and disbursements from all sources, including all revenues, all expenditures, and the surplus or deficit in the general fund and all governmental, proprietary and expendable trust and agency funds of the City government.

2.12.040 - Formulation of budget.

The City Manager shall be responsible for the formulation of the proposed City budget.

2.12.050 - Submission of the City budget.

(a) Not later than June 1st, the City Manager shall submit to the City Council the proposed City budget for the next fiscal year.

(b) The proposed City budget shall be filed with the City Clerk and copies thereof shall be made available to the public upon request. A copy thereof shall also be made available to the public at the City library.

2.12.060 - Public budget hearings.

(a) Upon receipt of the proposed City budget, the City Clerk shall cause to be published a public notice of the place and time of at least one public hearing on the budget by the City Council.

(b) The City Council may hold such other preliminary workshops on the budget for the purpose of obtaining information as it may determine, but final budget adoption shall not be taken by the City Council until after the public hearing prescribed in this section.

2.12.070 - Action on the budget by the City Council.

(a) After the public hearing, the City Council may add, decrease, or delete any items in the budget except any provisions for debt service on obligations then outstanding or for estimated cash deficits.

(b) The adoption of the operating budget and the capital budget shall be by the affirmative vote of a majority of the City Council by a resolution to be known as the Annual Budget and Appropriations Resolution.

(c) The format of the adopted budget shall be by fund and department for the operating budget and by fund and capital project group for the capital budget.

(d) The adopted budget shall also include a list of authorized interfund transfers.

2.12.080 - Effective date of the budget.

The adopted budget shall take effect on the first day of the fiscal year to which it applies.

2.12.090 - Interim budget.

(a) If the City Council fails to adopt a budget prior to the beginning of a fiscal year, as prescribed in section 2.12.070, the City Council must adopt an interim budget by resolution to continue City operations.

(b) Under the interim budget, City expenditures for personnel and routine operations are authorized and may continue on a month to month basis at the same amounts as authorized in the approved budget for the previous fiscal year or the proposed budget for the new fiscal year, whichever is lower.

(c) Under the interim budget, no new City expenditures may be initiated for new activities, project, or capital outlays, nor may any compensation increases be granted unless previously authorized by City policies and/or Council resolutions.

(d) All expenditures made under an interim budget for a fiscal year shall be charged against the approved budget for the fiscal year when it is subsequently adopted by the City Council.
