3-1 - Personnel system—Established; purpose.¶
The town shall establish and maintain an effective personnel system for the town that will assure: recruitment, selection and retention of employees on the basis of merit; promotion on the basis of demonstrated ability; and compensation and personnel practices that will enable the town to compete with similar organizations for highly qualified personnel.

3-2 - Same—Administration.¶
The town manager or the appointed personnel officer shall administer the personnel system in accordance with personnel rules and regulations adopted by the town council by resolution. The town manager shall prepare and present proposed rules and regulations to the town council.
Notwithstanding the above, department heads (i.e. department heads, as defined in the town's organization chart in the municipal budget) shall have the authority to administer discipline, up to and including termination, of employees in their respective departments.

3-3 - Same—Rules.¶
The personnel rules shall provide for:
(a) The classification of all employed positions based on the duties, authority and responsibility of each position with adequate provisions for reclassification of any position whenever warranted.
(b) A pay plan for all town positions.
(c) Methods for determining the merit and fitness of candidates for appointment or promotion; policies and procedures concerning reductions in force and removal of employees.
(d) Hours of work, attendance, regulations and provisions for vacations and sick leave.
(e) Policies and procedures governing relationships with employee organizations; policies governing in-service training.
(f) Grievance procedures.
(g) Procedures for disciplinary actions for just cause.
(h) Other related policies and procedures.

3-4 - Repealed by Ordinance No. 444 N.S., § 13.¶
3-5 - Compliance with state law on recruitment and training of peace officers.¶
The Town of Tiburon declares that it desires to qualify to receive aid from the state under the provisions of chapter 1 of title 4, part 4 of the California Penal Code.
Pursuant to section 13522 of such chapter 1 of the state Penal Code, the town will adhere to the standards for recruitment and training established by the state commission on peace officer standards and training.

3-6 - Reserve Police Officer—Designated and Non-Designated.¶
(a) Subject to the approval of the town manager, the chief of police has the authority to select and appoint any reserve police officer within the reserve police officer 1 job classification as a "designated" reserve police officer as provided by California Penal Code Section 830.6(a)(2). The authority of the reserve police officer so designated includes the full powers and duties of a police officer as provided by Penal Code Section 830.1.
(b) Any reserve police officer within the reserve police officer 1 job classification not appointed as a "designated" reserve police officer as provided in subsection (a) of this section is a "non-designated" reserve police officer as provided in Penal Code Section 830.6(a)(1). The authority of a non-designated reserve police officer shall extend only for the duration of the reserve officer's specific assignment.
