Sec. 4-3.1201. Licensing required.¶
(a) No City resident shall ride, move, haul, or leave standing or allow to be ridden, moved, hauled, or left standing, any bicycle on any road, street, highway, or other public property unless such bicycle is licensed in accordance with this chapter.
(b) This section shall not apply to bicycle manufacturers or bicycle dealers transporting bicycles in the normal course of business.

Sec. 4-3.1202. Licensing permitted.¶
Any owner of a bicycle not subject to the provisions of this chapter may have such a bicycle licensed pursuant to this chapter if he chooses to do so.

Sec. 4-3.1203. Licensing agency.¶
The Chief of Police shall be responsible for carrying out the provisions of this article and is hereby authorized and directed to register and license bicycles upon a written application for a license and the payment of the required fee. The Fire Department and bicycle dealers may perform the functions of the Chief of Police with respect to the registration and licensing of bicycles.

Sec. 4-3.1204. Sales by dealers.¶
(a) Each bicycle dealer shall register and license each bicycle sold by the dealer in accordance with the provisions of this article.
(b) No dealer shall be required to renew a license or register and license bicycles not sold by the dealer.

Sec. 4-3.1205. License plates.¶
The bicycle license shall be State-wide bicycle plate provided by the Department of Motor Vehicles of the State to the licensing agency.

Sec. 4-3.1206. Registration forms.¶
The registration form shall contain the following:
(a) The name and address of the registered owner;
(b) The make, type, and model of the bicycle;
(c) The serial number of the bicycle;
(d) The license number of the bicycle;
(e) The original date of sale;
(f) A place for the name and address of a new registered owner;
(g) A place for the signature of the registered owner;
(h) A place for the signature of the registered owner releasing his interest;
(i) A place for the signature of the new registered owner; and
(j) A place for the name of the licensing agency.

Sec. 4-3.1207. Licensing and registration forms.¶
(a) Bicycle licenses and registration forms shall be supplied to the licensing agency by the city.
(b) The license shall be permanently affixed to the bicycle by the licensing agency and the registration form completed at the time of the registration or sale, whichever occurs first.
(c) Records shall be maintained by each licensing agency during the period of validity of the license.

Sec. 4-3.1208. Distribution of copies of registration forms.¶
One copy of the registration form as to each bicycle registered shall be given to each of the following:
(a) The City (submit monthly to the Director of Finance with revenues);
(b) The Police Department (submit monthly);
(c) The owner (submit when issued); and
(d) The licensing agency (retain when issued).

Sec. 4-3.1209. Registration and license fees.¶
(a) A registration fee shall be paid to the City for the registration and licensing of every bicycle subject to registration and licensing by this article.
(b) For each transfer of the registration certificate, a fee shall be paid to the City.
(c) The amount of registration and license fees shall be set out in the City's Master Fee Resolution.

Sec. 4-3.1210. Reduced fees and portion of registration period.¶
Upon an application for registration and licensing, the fee required pursuant to the provisions of subsection (a) of Section 4-3.1209 of this article shall be as follows:
(a) For January 1, 1976, to January 1, 1979, Two and no/100ths ($2.00) Dollars;
(b) For January 1, 1977, to January 1, 1979, One and 50/100ths ($1.50) Dollars; and
(c) For January 1, 1978, to January 1, 1979, One and no/100ths ($1.00) Dollar.

Sec. 4-3.1211. Expiration and registration period.¶
The initial State-wide bicycle plate shall expire on December 31, 1978. Renewal shall be indicated by a supplementary adhesive device affixed near the license plate and shall be issued for a three (3) year period commencing January 1, 1979.

Sec. 4-3.1212. Disposition of fees.¶
(a) For each bicycle registered and licensed by a bicycle dealer a fee of fifty (50¢) cents out of the license fee received may be retained by the bicycle dealer for his services.
(b) Revenues from the registration, replacement, and renewal of the license shall be paid to the Director of Finance monthly, and shall be retained by the City in a separate account, and shall be used for the support of the bicycle licensing and registration programs, and to improve bicycle safety programs, and to establish bicycle facilities, including bicycle paths and lanes, within the incorporated City limits.

Sec. 4-3.1213. Dealer’s records.¶
All of the records of a bicycle dealer pertaining to the sale, registration, and licensing of bicycles shall be open to inspection by any police officer at any time during the regular business hours of the dealer.

Sec. 4-3.1214. Renewal of expired licenses.¶
The owner of a bicycle may have an expired bicycle license renewed upon the presentation of the bicycle, the last issued registration form or its copy, and the payment of the fee prescribed.

Sec. 4-3.1215. Transfers of ownership.¶
(a) Whenever the owner of a bicycle licensed pursuant to this article sells or otherwise disposes of a bicycle, he shall, within ten (10) days, notify the licensing agency of such disposition.
(b) Any person who purchases or otherwise acquires the possession of a bicycle shall, within ten (10) days of taking such possession, apply for the transfer of the license for such bicycle to his name.

Sec. 4-3.1216. Notification of change of address.¶
Whenever the owner of a registered bicycle licensed pursuant to this article changes his address, he shall, within ten (10) days, notify the licensing agency of the old and new address.

Sec. 4-3.1217. Tampering with registration certificates, bicycle licenses, and serial…¶
(a) It shall be unlawful for any person to tamper with, destroy, mutilate, or alter any registration certificate issued pursuant to the provisions of this article.
(b) It shall be unlawful for any person to remove, destroy, mutilate, or in any way alter or tamper with any bicycle license issued pursuant to the provisions of this article.
(c) It shall be unlawful for any person to remove, alter, or mutilate the serial number of any bicycle frame licensed pursuant to the provisions of this article.

Sec. 4-3.1218. Bicycles in violation of laws.¶
The licensing agency shall have the right to impound and retain the possession of any bicycle on which the manufacturer's identification numbers have been altered, defaced, removed, or destroyed.

Sec. 4-3.1219. Police authorized to number bicycle frame.¶
All bicycles sold on and after October 23, 1975, shall have, as a means of identification, serial numbers stamped on the front of the bicycle in a manner determined by the Director of Motor Vehicles. The Police Department (or other appropriate City or County agency) may stamp numbers on the left rear fork ends of such bicycle not bearing manufacturers' serial numbers.

Sec. 4-3.1220. Rental agencies.¶
A rental agency operating within the City shall not rent or offer any bicycle for rent unless such bicycle is licensed as provided in this article.

Sec. 4-3.1221. Violations.¶
Any violation of the provisions of this article shall be an infraction.

Sec. 4-3.1222. Fines.¶
(a) For each impounding fee for bicycles found to be in violation of the provisions of this chapter, there shall be paid a sum of Five and no/100ths ($5.00) Dollars.
(b) For each violation of the provisions of this chapter, there shall be a fine of Ten and no/100ths ($10.00) Dollars.
