7.05.010 - Division of animal regulation.¶
The sheriff shall be ex officio director of animal regulation. The director of animal regulation shall be responsible for the administration of the division of animal regulation, which shall be within the office of the sheriff. Except as expressly set forth in this title, the division of animal regulation shall be responsible for regulating, controlling and protecting animals and enforcing laws pertaining thereto within the unincorporated area of the county and those cities within the county which may from time to time contract with the county for such services, and shall represent the health officer in performing rabies control activities with the county. Whenever this title grants a power to or imposes a duty upon the director of animal regulation, such power may be exercised or such duty performed by either the director or such of the director's representatives as the director may designate.

7.05.020 - Division of animal services.¶
The agricultural commissioner shall be ex officio director of animal services. The director of animal services shall be responsible for the administration of the division of animal services, with shall be within the office of the agricultural commissioner. The division of animal services shall be responsible for maintaining the county animal shelter, which shall be known as the "Tehama County Animal Care Center," and for the care of animals impounded by any officer or employee of the county or of any other public entity designated by the board of supervisors. The division of animal services shall also be responsible for the issuance of all licenses under this title, and for the supervision of rabies control activities within the county in accordance with Chapter 1 (commencing with Section 121575) of Part 6 of Division 105 of the Health and Safety Code and any regulations promulgated pursuant thereto, to the extent applicable within Tehama County. Whenever this title grants a power to or imposes a duty upon the director of animal services, such power may be exercised or such duty performed by either the director or such of the director's representatives as the director may designate.

7.05.030 - Animal regulation officers.¶
A. Animal regulation officers appointed by the director of animal regulation shall be responsible for carrying out the activities and programs of the Division of animal regulation, including, but not limited to, enforcing the provisions of this title and state laws relating to the care, control, treatment, licensing, spaying, and neutering of animals. Animal regulation officers shall perform all duties in accordance with the provisions of this title, the requirements of state law, and the mandates of the director of animal regulation.
B. Animal regulation officers appointed by the director of animal regulation shall be deemed to be animal control officers for purposes of Penal Code Section 830.9. No animal regulation officer shall be deemed to be a peace officer, but pursuant to Penal Code Section 830.9 they may exercise the powers of arrest of a peace officer as specified in Penal Code Section 836 and the power to serve warrants as specified in Penal Code Sections 1523 and 1530 during the course and within the scope of their employment.

7.05.040 - Animal care center manager.¶
The animal care center manager appointed by the director of animal services shall be deemed to be an animal control officer for purposes of Penal Code Section 830.9 and shall be empowered to enforce the provisions of this title and state laws relating to the licensing, spaying, and neutering of animals. The animal care center manager shall not be deemed to be a peace officer, but pursuant to Penal Code Section 830.9 he or she may exercise the powers of arrest of a peace officer as specified in Penal Code Section 836 and the power to serve warrants as specified in Penal Code Sections 1523 and 1530 during the course and within the scope of their employment. Nothing in this subdivision shall be construed to limit or restrict the powers or duties of animal regulation officers appointed by the director of animal regulation.

7.05.050 - Right of entry.¶
Animal regulation officers shall have the right to enter upon and inspect any premises where an animal is kept or harbored when such entry is necessary to enforce the provisions of this title or state laws relating to the care, control and treatment of animals, or to save an animal, or to protect the public health, safety and welfare. All entries and inspections shall be carried out in accordance with applicable laws, including, but not limited to, the laws pertaining to search warrants and inspections warrants.
