6.04.010 - Animals prohibited in public parks—Exceptions.

A. No person owning, or having the charge, care, custody or control of any animal, except dogs, shall cause, permit or allow such animal to enter, remain or be upon any land or water owned, managed, controlled or operated as a city park, playground or tot lot.

B. Dogs are allowed in and upon a city park, playground or tot lot only when led or restrained by a substantial leash, chain, strap, cord or rope (not to exceed eight feet in length), attached to their collars and actually held by some person, except during public gatherings, at which time all dogs shall be prohibited therefrom. The times and dates of public gatherings shall be designated by resolution of the city council.

C. This section shall be inapplicable to any person wholly or partially blind using a guide dog, provided the dog at all times is kept under the charge, care, custody or control of such person, and is restrained by a substantial leash, chain, strap, cord, rope or harness not exceeding eight feet in length.

6.04.020 - Owner to pick up animal discharges when.

All persons owning, or having the charge, care, custody or control of any animal, including dogs, while in or upon any land or water owned, managed, controlled or operated as a city park, playground or tot lot, shall pick up and remove therefrom any form of solid litter or feces emitted or discharged from and/or by such animal.

6.04.030 - Violation of Sections 6.04.010 or 6.04.020—Penalty.

Any person, firm or corporation violating any of the provisions of Sections 6.04.010 or 6.04.020 shall be guilty of a misdemeanor, and upon conviction thereof shall be punishable by a fine of five hundred dollars, or by imprisonment in the county jail for a period of not to exceed six months, or by both such fine and imprisonment.

6.04.040 - Livestock running at large prohibited when—Penalty.

A. Every person, firm or corporation owning or having charge, care, custody or control of any cow, bull, steer, horse, mule, jack, jenny, sheep, goat, or any other stock, who willingly, knowingly or negligently permits any such animal to run at large in or upon any cultivated or improved land in the city owned by any person other than the owner of such animal, unless the consent of the owner of the land is first obtained, is guilty of a misdemeanor.

B. Any person convicted of violating the provisions of this section shall be punished by imprisonment in the county jail for not more than six months, or by a fine not to exceed five hundred dollars, or by both such fine and imprisonment.

6.04.050 - Riding animals on public ways prohibited when.

Any person who rides or drives any horse or other animal upon any public highway or thoroughfare within the corporate limits of the city, immoderately or beyond a moderate gait, or in such manner as to endanger the safety of persons on such highway or thoroughfare, is guilty of a misdemeanor.

6.04.060 - Horses, mules and wagons obstructing sidewalks prohibited.

Any person who rides, drives, leads or ties any horse or mule on any sidewalk, or allows his horse, mule, wagon or other vehicle to stand upon the crossing of any street walk, is guilty of a misdemeanor.
