12.04.010 - Applicability of chapter provisions.

The specifications contained in this chapter shall apply to all new street construction, as distinguished from repair and maintenance, and compliance with such specifications shall be a further condition to any permit provided for by law or ordinance in any such construction work. The specifications shall specifically apply to all improvements in street work required for acceptance of a subdivision map in the city.

12.04.015 - Definitions.

The term "street" or "streets" as used in this chapter mean and include public streets, public alleys and public rights-of-way.

12.04.020 - Types of streets—Designated.

The street system is divided into two classes, arterial, and residential, as follows:

A. Arterial streets are those which provide for interchange of traffic between various sections of the city, and those which are located in business, commercial or manufacturing areas of the city that may be subject to a large volume of passenger vehicles and truck traffic.

B. Residential streets are those which are located in residential areas and those streets which lead to arterial streets.

12.04.030 - Types of streets—Determined by council.

The council, by order or resolution, shall determine on the basis of Section 12.04.020 which streets are in which class, and shall make the same determination when deciding on street improvements to be required of a subdivider under the Subdivision Map Act. Such determination shall be final and conclusive for all purposes involving application of this chapter, or other ordinances of the city regulating subdivisions.

12.04.040 - State specifications adopted by reference.

Reference is made to a code published by the State Department of Public Works, Division of Highways, entitled "Standard Specifications, January, 1960," three copies of which code have heretofore been filed with the city clerk for use and examination by the public, and Sections 19, 21, 26, 27, 38 and 39 of such code are hereby adopted as part of this chapter.

12.04.050 - Base and surface requirements.

The California "R" value method, or Hveem Stabilometer method, as developed by the California Division of Highways, shall be used to determine the base and surface requirements of all streets. For this purpose, the "R" value of the native soil within the street area shall be determined by a qualified laboratory.

12.04.060 - Base specifications—Designated.

The table in Section 12.04.070 gives thickness of base and surfacing required in streets for varying "R" values of the native soil. Material to be used for base shall have an "R" value of at least 73. Structural section of the street shall be as provided in Section 12.05.070 of this chapter, or may be on the basis of a traffic index of Four for light-traffic streets and Four and One-half for heavy-traffic streets, as set forth in Part 7-600 of the State Department of Public Works Planning Manual, dated August 1964; except, however, that no structural design shall provide for less than two inches of surfacing over three inches of base. Light- traffic streets and heavy-traffic streets shall be as determined from time to time by the city council.

12.04.070 - Base specifications-Table.

A table to show the relation of soil analysis to base and surface thickness needed for streets is adopted to read as follows:

12.04.080 - Surfacing—General specifications.

A. All street surfacing shall be asphalt concrete, with Type C, one-half-inch maximum, medium grading, mineral aggregate, as specified in Section 39 of the Standard Specifications incorporated by reference in Section 12.04.040 of this chapter.

B. All surfacing shall be placed upon a base and subgrade conforming to the requirements of Section 12.04.100.

C. Mineral aggregate and bituminous binder shall be subject to the approval of the city engineer. Laboratory tests performed by a qualified laboratory may be required for any materials proposed for use, to show compliance with the requirements of the Standard Specifications.

12.04.090 - Surfacing—Materials and application.

Plant-mixed or ready-mixed surfacing shall be spread and compacted on a prepared subgrade, or on base, in conformity with the lines, grades and dimensions shown on the plans and approved by the city engineer. The thickness of plant-mixed surfacing shall be three inches on the arterial streets, and two inches on the residential streets. The thickness of road-mixed material shall be a minimum of three inches.

12.04.100 - Labor and materials specifications.

A. All materials used and work done under this chapter shall conform to the applicable portions of the code adopted and referred to in Section 12.04.040. In particular, the types of work and materials described in the following table shall be in accordance with the indicated section of the code:

B. The following special provisions will apply:

  1. Under Section 19, compaction of original ground will not be required on basement material. Fill shall be compacted to ninety percent relative density.

  2. Under Section 21, ninety percent relative compaction of subgrade will be allowed.

  3. Under Section 26, the spreading of Class 2 aggregate base by motor grader will be permitted.
