2.52.010 - Established.¶
There is established within the city a city planning commission.

2.52.020 - Membership.¶
The city planning commission shall consist of five voting members, who shall be residents of the city. Each city council member shall appoint one commissioner, who shall serve at the pleasure of the council member and for the duration of that council member's term, unless earlier terminated by the appointing council member. Council members shall make their appointment annually in the first regular city council meeting of the calendar year. No city officer, employee, or official, including council members, shall be appointed as a commissioner.

2.52.030 - Meetings.¶
The planning commission shall hold at least one regular meeting each month and shall adopt rules for the transaction of business and shall keep a public record of its resolutions, transactions, findings and determinations. The commission shall elect, at its first meeting in January, a chairman and vice chairman from among the voting members who shall serve for a term of one year. The commission shall appoint a secretary who need not be a member of the commission, who shall serve at the pleasure of the commission, and whose salary, if any, shall be in an amount as set from time to time by the city council of the city. A quorum for the transaction of business shall consist of a majority (three) of the voting members. Representation of the planning commission will report to the city council on a monthly basis.

2.52.040 - Reimbursement for expenses.¶
Reimbursement for expenses for planning commission activities shall be as follows:
A. Compensation for members will be set by resolution of city council;
B. The city clerk shall submit to the city council for its approval the classes and types of expenses which may be eligible for reimbursement.

2.52.050 - Powers.¶
The city planning commission shall have power, except as otherwise provided by law, to:
A. Recommend to the city council plans for the regulation of the further growth, development and beautification of the municipality in respect to its public and private buildings and works, streets, parks, grounds and vacant lots;
B. Recommend to the city council plans consistent with the future growth and development of the municipality in order to secure to the city and its inhabitants the proper service of all public utilities;
C. Make recommendations to any public authority or any corporation or individual of the city with reference to the location of any proposed building;
D. Be the advisory agency with respect with the subdivision of lands as provided in the Subdivision Map Act of the state, and, in that regard, to assume all the duties with respect to the division and subdivision of land, the design and improvement thereof and the procedures relating thereto, which are specified by law and by this chapter and other ordinances within the city. The planning commission shall have the right and duty to exercise judgment and apply conditions to ensure compliance with the purposes of this chapter and all other ordinances relating to the division and subdivision of land and the development thereof within the city including but not limited to the approval or disapproval of maps or plats of subdivision of lands. Each and every map or plat relating to the division of lands within the city shall, prior to its final approval or disapproval by the city council, be submitted to the planning commission for its recommendation thereon to the city council;
E. Do and perform any and all other acts and things necessary or proper to carry out the provisions of this chapter;
F. All duties and responsibilities as outlined in Government Code Section 65103.

2.52.060 - Map-making duties.¶
The city planning commission shall make or cause to be made, at the direction of the city council, a map or maps of the city or any portion thereof, including adjacent territory lying outside the corporate boundaries thereof, showing the streets, highways and other natural or artificial features therein; also the locations or relocations proposed for any new public building, civic center, street, parkway, boulevard, park, playground or other public ground or improvement; also any proposed widening, extension, closing or relocation of any street or highway, or any changes in the plan of the city that it may deem advisable. The commission may, at its discretion, prepare such maps or plans as aforesaid for the purpose of making recommendations in connection therewith to the proper officer of such municipality having charge, superintendence or control of the matters set forth in such recommendations.

2.52.070 - Planning functions.¶
The city planning commission shall make suggestions or recommendations to the city council from time to time concerning any of the matters and things aforesaid for action by the city council thereon, having due regard for the present conditions and the future needs and growth of the city, including the distributions and relative location of all public buildings, grounds and open spaces devoted to public use; also the planning and laying out for urban uses of all private grounds brought into the market from time to time, and the division of the city into zones or districts for the purpose of conserving and protecting the public health, comfort and convenience.
