Suisun City Municipal Code Ch. 3.16 Fees for New Construction

A fee to meet the city's current and future needs for capital improvements as identified in the General Plan including land acquisition and construction of public buildings and other facilities is established.

Funds derived from this fee shall be used for acquisition of land for public purposes and the construction of public buildings and other public facilities.

This fee shall not be required of any project involving rehabilitation of existing structures where the total cost of the work undertaken is less than sixty percent of the value of the existing structure as defined in Section 18.60.040 of this code.

The fee shall be a condition precedent to connection of any structure to any water and/or sewer system of the city and shall be payable prior to the issuance of a building permit.

The amount of the fee shall be initially set in a resolution establishing the fee which resolution may be amended from time to time to reflect revised estimates of the city's capital needs and the cost thereof.

In any event, that fee established by resolution shall on July 1st of each year be automatically increased or decreased from the amount then applicable by the same percentage as the percentage of increase or decrease in construction costs between March 1, of the calendar year, based on the Engineering News-Record Construction Costs Index.

The city council may in its sole discretion waive or reduce the fee on any project or improvement based on a showing of need or justification.
