12.20.010 - Established.¶
A program to meet the city's current and future needs for streets and highways is established and shall be known as the off-site street improvement program.

12.20.020 - Fees—Generally.¶
Fees associated with the off-site street improvement program shall be set forth in a resolution establishing fees and charges under the program, which resolution may be amended from time to time to reflect changes in the city's needs under the program.

12.20.030 - Fees—Waiver or reduction.¶
The city council may in its sole discretion waive or reduce the fee on any project or improvement based on a showing of need or justification.

12.20.040 - Fees—Applicability.¶
This fee shall not be required of any project involving rehabilitation of existing structures where the total cost of the work undertaken is less than sixty percent of the value of the existing structure as defined in Section 18.60.040 of this code.

12.20.050 - Fees—Annual adjustment.¶
In any event, that fee established by resolution shall, on July 1st of each year be automatically increased or decreased from the amount then applicable by the same percentage as the percentage of increase or decrease in construction costs between March 1st of the calendar year immediately preceding, and March 1st of the current calendar year, based on the Engineering NewsRecord Construction Costs Index.

12.20.060 - Approving authority.¶
A. As used in this chapter or in the policy established by this chapter, the term "approving authority" means the person, commission, council or group authorized by state law or this code to approve or conditionally approve a development project or issue a permit for a development project.
B. If a person, commission, council, or group is authorized to make recommendations to another body which is the ultimate decision maker, the recommendation shall include a determination of a development project's consistency with the city's General Plan.

12.20.070 - Consistency with General Plan.¶
Prior to the approval of a zoning request, a use permit, variance, zoning administrator's permit, subdivision map, parcel map, or any other discretionary permit, or the issuance of a building permit, the approving authority shall determine if the development project is consistent with the General Plan for the city. Conditions may be imposed by the approving body upon a new development project which are reasonably necessary to ensure consistency with the city's General Plan.
