13.04.440 - Payment for service required.

No person shall receive water service without payment of the rates and charges provided in this article. "Person" as used in this section means any individual, firm or corporation, or the state or the United States of America or any public corporation, political subdivision, city, county, district or agency of either.

13.04.450 - Bimonthly metered-service rates.

A. The following are quantity rates for treated water, for each service unit in the meter size indicated. The bimonthly base use amounts listed are included in the meter charge. For the amount of water used over the base, the rate is seventy-four cents per one hundred cubic feet:

B. Each service unit shall be deemed to mean service for one single-family living unit or one separate commercial business. On multifamily buildings or multiple commercial buildings, served by one meter, each living unit or separate commercial business shall constitute one service unit. For multifamily accounts and multiple commercial accounts the bimonthly base use shall be multiplied by the number of service units. The minimum bimonthly base charge shall be determined by multiplying the number of service units by the base charge provided for in subsection A of this section for the size of meter in use.

13.04.460 - Fire sprinkler systems.

Detector check valves for fire sprinkler systems will be billed a bimonthly charge of thirty-one dollars and ninety-five cents, which charge shall cover all water furnished through the applicable sprinkler systems and hydrants.

13.04.470 - Delinquent charges.

Charges for water service as set forth in Sections 13.04.450 and 13.04.460 shall be considered delinquent if not paid within thirty days of the billing date. After compliance by the water system with Section 1 of the regulations, the delinquent charges shall constitute a lien upon the real property to which the unpaid charge for service was rendered. Such lien is imposed pursuant to Government Code Section 54354 of the state.

13.04.475 - Discontinuation for nonpayment.

Water discontinuation for nonpayment will be in accordance with the city council policy in conformance with the California Water Shutoff Protection Act, adopted by resolution.

13.04.480 - Outside-city rates.

Every customer not covered by Section 13.04.490 being supplied water from the water system to premises outside the city limits shall pay a water rate and charges which shall be thirty percent over and above the rates and charges established for water users within the corporate limits of the city.

13.04.490 - Contract rates.

The city council reserves the right to negotiate by contract rates different than those expressed in this chapter. Such contractual rates shall take preference over any other rates set forth in this chapter.
