§ 12.16.010. Blocking of crossing by trains.

It is unlawful for any person, firm or corporation to cause or permit any railway train or railway car or similar vehicle on rails to operate or to be operated in such manner as to prevent use of any street for the purposes of travel for a period of time longer than five minutes, except that this provision shall not apply to railway trains, cars or similar vehicles on rails while blocking or obstructing a crossing because of an accident which requires the operator of the train, car or similar vehicle on rails to stop at or near the scene of the accident.

§ 12.16.020. Obstruction of street, alley, sidewalk, parkway or any public place…

No person shall place any obstruction upon any street, alley, sidewalk, parkway or any public place or authorize, procure or permit any obstruction to be placed thereon, except as may be required by duly authorized city officials or employees of public utilities, and unless such person is authorized to place such obstruction pursuant to such rules and regulations as are prescribed by the city council; provided, however, that any excavation or obstruction in any street, or alley, between sundown and sun up of each day, shall be properly guarded with suitable warning lights to safeguard against injury or accident.
