§ 17.08.010. Definitions.¶
As used in this chapter, unless the context otherwise requires, the words set out in this chapter shall have the following meanings.

§ 17.08.020. Airport elevation.¶
"Airport elevation" means the highest point of the airport's usable landing areas. Specifically:
A. Modesto Airport, ninety-seven feet above mean sea level.
B. Oakdale Airport, two hundred twenty-six feet above mean sea level.
C. Patterson Airport, one hundred sixty-eight feet above mean sea level.
D. Turlock Airport, ninety-five feet above mean sea level.

§ 17.08.030. Airport hazard.¶
"Airport hazard" means any structure, object of natural growth, source of electrical interference, or light source located on or in the vicinity of the airport, or any use of land near the airport, which is in violation of these regulations and which obstructs the airspace required for the flight of aircraft in landing or takeoff or which is otherwise hazardous to such landing or takeoff of aircraft.

§ 17.08.040. Airport zone.¶
"Airport zone" means the land area beneath the approach, transitional, horizontal, and conical surfaces as described in this title.

§ 17.08.050. Approved airport layout.¶
"Approved airport layout plan" means the following airport layout plans adopted by resolution of board of supervisors or city councils and on file in the office of the county clerk or appropriate city clerk:
A. Modesto Airport, Resolution No. 74-865 of the Modesto city council dated October 7, 1974, on file in the office of the Modesto city clerk;
B. Oakdale Airport, Resolution No. 77-118 of the Oakdale city council, dated November 21, 1977; and on file in the office of the city clerk;
C. Patterson Airport, Resolution No. 78-58 of the Stanislaus County board of supervisors, dated January 3, 1978 and on file in the office of the Stanislaus County clerk;
D. Turlock Airpark, Resolution No. 78-58 of the Stanislaus County board of supervisors, dated January 3, 1978 and on file in the office of the Stanislaus County clerk;
E. Modesto Airport means the Modesto City/County Airport/Harry Sham Field.

§ 17.08.060. Nonconforming use.¶
"Nonconforming use" means any structure or tree or use of land which does not conform to a regulation prescribed in this title or an amendment thereto, as of the effective date of such regulation.

§ 17.08.070. Nonprecision instrument runway.¶
"Nonprecision instrument runway" means a runway having an existing instrument approach procedure utilizing air navigation (avigation) facilities with only horizontal guidance, or area type avigation equipment, for which a straight-in nonprecision instrument approach procedure has been approved or planned, and for which no precision approach facilities are planned or indicated on the approved airport layout plan. Specifically:
A. Modesto Airport, runway 10L (north runway, aircraft approach from west);
B. Oakdale Airport, runway 10 (aircraft approach from west);
C. Patterson Airport, none;
D. Turlock Airport, none.

§ 17.08.080. Person.¶
"Person" means any individual, firm, copartnership, corporation, company, association, joint stock association or body politic, and includes any trustee, receiver, assignee, or other similar representative thereof.

§ 17.08.090. Precision instrument runway.¶
"Precision instrument runway" means a runway having an existing instrument approach procedure utilizing an Instrument Landing System (ILS) or a Precision Approach Radar (PAR). It also means a runway for which a precision approach system is planned and is so indicated on the approved airport layout plan. Specifically:
A. Modesto Airport, runway 28R (north runway, aircraft approach from east);
B. Oakdale Airport, none;
C. Patterson Airport, none;
D. Turlock Airport, none.

§ 17.08.100. Primary surface.¶
"Primary surface" means the surface longitudinally centered on each runway which extends two hundred feet beyond each end of each runway. The elevation of any point on the primary surface is the same as the elevation of the nearest point on the runway centerline. The width of the primary surface of each runway associated with this title is:
A. Modesto Airport, runway 10L/28R, one thousand feet, runway 10R/28L, two hundred fifty feet;
B. Oakdale Airport, runway 16/34, five hundred feet;
C. Patterson Airport, runway 16/34, two hundred fifty feet;
D. Turlock Airpark, runway 13/31, two hundred fifty feet.

§ 17.08.110. Runway.¶
"Runway" means a defined area on the airport prepared for landing and takeoff of aircraft along its length.

§ 17.08.120. Tree.¶
"Tree" means any stationary object of natural growth.

§ 17.08.130. Utility runway.¶
"Utility runway" means a runway that is constructed for and intended to be used by propeller driven aircraft of twelve thousand five hundred pounds of maximum gross weight and less. Specifically:
A. Modesto Airport, runway 10R/28L (south runway);
B. Oakdale Airport, runway 10/28;
C. Patterson Airport, runway 16/34;
D. Turlock Airport, runway 13/31.

§ 17.08.140. Visual runway.¶
"Visual runway" means a runway intended solely for the operation of aircraft using visual approach procedures with no straight-in instrument approach procedure and no instrument approach procedure and no instrument designation indicated on the approved airport layout plan. Specifically;
A. Modesto Airport, runway 10R/28L (south runway, both approaches);
B. Oakdale Airport, runway 28 (aircraft approach from east);
C. Patterson Airport; runway 16/34;
D. Turlock Airpark, runway 13/31.
