§ 17.12.010. Plans.¶
A. In order to carry out the intent of this title, there are created and established certain surfaces, which include the approach surfaces, transitional surfaces, horizontal surface, and conical surface as they apply to each airport. Such surfaces are shown on the following airport approach and clear zone plans, copies of which are available in the office of the county planning and community development department:
Modesto City-County Airport approach and clear zone plan, consisting of one sheet, prepared by the city of Modesto planning and community development department, and dated January 18, 1977;
Oakdale Municipal Airport approach and clear zone, consisting of one sheet, prepared by the city of Oakdale, and dated November 21, 1977;
Patterson Airport approach and clear zone, consisting of one sheet prepared by the county planning and community development department, dated January 3, 1978;
Turlock Airpark approach and clear zone, consisting of one sheet, prepared by the county planning and community development department, dated January 3, 1978.
B. Said plans and all notations, references, and other information shown thereon are made a part of this title. Except as otherwise provided in these regulations, no structure or tree shall be erected, altered, allowed to grow, or be maintained in the airport zone created by this title, to a height in excess of the surfaces established in this chapter. An area located beneath more than one of the following surfaces is subject only to the more restrictive height limitation. The various surfaces and height limitations are as set forth in Sections 17.12.020 through 17.12.080.

§ 17.12.020. Utility runway visual approach surface.¶
A. This surface is located adjoining the primary surface of each of the following runway ends:
Modesto Airport, south runway, both ends (runways 10R and 28L).
Oakdale Airport, east end (runway 28);
Patterson Airport, both ends (runways 16/34);
Turlock Airpark, both ends (runways 13/31).
B. The inner edge of the utility runway visual approach surface coincides with the end of and is the same width as the primary surface of each of the above indicated runways. The approach surface slopes upward one foot vertically for each twenty feet horizontally beginning at the same elevation as the end of the primary surface. It expands uniformly outward along the extended runway centerline to a width of one thousand two hundred fifty feet at a horizontal distance of five thousand feet from the primary surface.

§ 17.12.030. Utility runway nonprecision instrument approach surface.¶
A. This surface is located adjoining the primary surface of each of the following runway ends;
Modesto Airport, none;
Oakdale Airport, west end (runway 10);
Patterson Airport, none;
Turlock Airpark, none.
B. The inner edge of the utility runway non-precision instrument approach surface coincides with the end of and is the same width as the primary surface of each one of the above indicated runways. The approach surface slopes upward one foot vertically for each twenty feet horizontally beginning at the same elevation as the end of the primary surface. It expands uniformly outward along the extended runway centerline to a width of two thousand feet at a horizontal distance of five thousand feet from the primary surface.

§ 17.12.040. Runway larger than utility nonprecision instrument approach surface…¶
A. This surface is located adjoining the primary surface of each of the following runway ends:
Modesto Airport, north runway, west end (runway 10L);
Oakdale Airport, none;
Patterson Airport, none;
Turlock Airpark, none.
B. The inner edge of the runway larger than utility nonprecision instrument approach surface coincides with the end of and is the same width as the primary surface of each of the above indicated runways. The approach surface of each of the above indicated runways slopes upward one foot vertically for each thirty-four feet horizontally beginning at the same elevation as the end of the primary surface. It expands uniformly outward along the extended runway centerline to a width of three thousand five hundred feet at a horizontal distance of ten thousand feet from the primary surface.

§ 17.12.050. Precision instrument runway approach surface.¶
A. This surface is located adjoining the primary surface of each of the following runway ends:
Modesto Airport, north runway, east end (runway 28R);
Oakdale Airport, none;
Patterson Airport, none;
Turlock Airport, none.
B. The inner edge of the precision instrument runway approach surface coincides with the end of the primary surface of each of the above indicated runways and is one thousand feet in width. The approach surface slopes upward one foot vertically for each fifty feet horizontally for a horizontal distance of ten thousand feet long the extended runway centerline beginning of the same elevation as the end of the primary surface; it then slopes upward one foot vertically for each forty feet horizontally for an additional forty thousand feet. The approach surface expands uniformly outward along the extended runway centerline to a width of sixteen thousand feet at a horizontal distance of fifty thousand feet from the primary surface.

§ 17.12.060. Transitional surface.¶
The transitional surfaces extend outward from the primary surfaces and the approach surfaces at a ninety-degree angle to the runway centerlines to where the transitional surfaces intersect the horizontal surface. The transitional surfaces adjacent to that portion of the precision instrument approach surface beyond the limit of the conical surface, extend a distance five thousand feet measured from the edge of said approach surface at a ninety-degree angle to the extended runway centerline. The transitional surfaces slope upward one foot vertically for each seven feet horizontally beginning at the sides of and at the same elevation as the primary surfaces and the approach surfaces.

§ 17.12.070. Horizontal surface.¶
The outer edge of the horizontal surface is bounded by arcs centered on each end of the primary surface of the following runways and having radii of the length indicated:
A. Modesto Airport, runway 10L/28R, ten thousand feet radius;
B. Oakdale Airport, runway 10/28, five thousand feet radius;
C. Patterson Airport, runway 16/36, five thousand feet radius;
D. Turlock Airpark, runway 13/31, five thousand feet radius; and by tangents connecting the adjacent arcs. The inner edge of the horizontal surface is defined by its intersection with the approach and transitional surfaces. The horizontal surface is one hundred fifty feet above the airport elevation.

§ 17.12.080. Conical surface.¶
The conical surface commences at the periphery of the horizontal surface and extends outward therefrom a horizontal distance of four thousand feet. The conical surface slopes upward one foot vertically for each twenty feet horizontally beginning at the periphery of the horizontal surface.
