12.30.010 Adopting and Implementing the “St.¶
Helena Trails and Open Space Plan: Walking Routes, Trails and Publicly Accessible Open Space, November 2022 Report to City Council (Updated October 2025)” (the “Walking Plan”).
A. We, the people of the city of St. Helena, hereby adopt the St. Helena Trails and Open Space Plan: Walking Routes, Trails, and Publicly Accessible Open Space, November 2022 Report to City Council (Updated October 2025) (the “Walking Plan”) as a walking plan for the city of St. Helena.
B. The Walking Plan is specifically described in Attachment A of the ordinance codified in this chapter, the full and complete text of which is physically attached hereto and incorporated herein by reference as though set forth in full in this subsection.
C. We, the people of St. Helena, find that adoption and implementation of the Walking Plan is consistent with the General Plan and its goals, policies, and implementing actions of the Circulation, Community Design, Open Space and Conservation, Climate Change, and Parks and Recreation elements and with the Housing Element.
D. We, the people of St. Helena, desire that the city council immediately use its best efforts to implement this chapter and the Walking Plan by directing city staff to work in public/private partnerships with community-based organizations, including but not limited to Walk St. Helena, identifying any available public and private funding sources, and taking all steps possible to implement the plan and its timeline in cooperation with volunteers and residents within the community.
