§ 9.12.010. Mufflers—Unnecessary noise.

It is unlawful for any person to operate a motor vehicle which is not at all times equipped with a muffler upon the exhaust thereof in good working order and in constant operation to prevent excessive or unusual noise and it is unlawful for any person operating any motor vehicle to use a cut-out, by-pass or similar muffler elimination appliance.

§ 9.12.020. Loudspeakers or sound trucks.

It is unlawful to play, operate or use any device known as a sound truck, loudspeaker or sound amplifier, radio or phonograph, with loudspeaker or sound amplifier or any instrument of any kind or character which emits noises for the purpose of drawing attention to products or services available from the vehicle or which the vehicle is advertising, and is attached to or upon any vehicle unless the person in charge of such a vehicle shall have first applied to and received permission from the chief of police to operate any such vehicle so equipped, no later than ten p.m. No such loudspeaker, sound amplifier, radio or phonograph or similar instrument attached to any vehicle may be operated for the purpose of drawing attention to products or services available from the vehicle which the vehicle is advertising later than ten p.m.

§ 9.12.030. Playing ball on streets prohibited.

It is unlawful for any person to play ball or throw any ball to and fro upon any public thoroughfare in the city.

§ 9.12.040. Loud parties.

A. No person shall play, use, operate or permit to be played, used or operated any radio, receiving set, television set, musical instrument, phonograph, jukebox or other machine or device for producing or reproducing sound when audible on property used partially or entirely for residential purposes and audible at a distance of fifty feet or more from the building, structure, property or vehicle where the sound is produced.

B. On the first response to a location for a violation of this section, the enforcement personnel shall give a written warning to the person or persons deemed responsible for such violation, advising the person or persons of the provisions of this section. Each and every subsequent response to the location where a violation of this section is observed shall be cited as a violation of this section.

§ 9.12.050. Demonstration equipment prohibited.

A. No person shall carry or possess while participating in any demonstration, rally, picket line or other such public assembly, any length of lumber, wood, wood lath or other wood product, unless the outer dimensions of such object do not exceed the thickness of one-fourth inch and a width of two inches, or if not generally rectangular in shape, such object shall not exceed three-quarters of an inch in its thickest dimension; and such object is blunt and unsharpened at its end and edge.

B. No person shall carry or possess while participating in any demonstration, rally, picket line or other such public assembly, any bar, shaft, rod, cable, wire or other such length of hard metal, hard plastic or other hard synthetic material.
