§ 2.52.010. Commission created.

The city of South E1 Monte hereby creates a homeless commission to act in an advisory capacity to the city council.

§ 2.52.020. Membership.

The homeless commission shall consist of five city residents appointed by a majority of the city council. No city employee is eligible to serve as a member of the commission. No person shall remain a member if that person ceases being a resident of the city. The term of office for members shall be one year. Notwithstanding the foregoing, a member shall continue to serve until a qualified successor assumes that member's seat. If a vacancy occurs during the term, the council shall appoint a qualified successor to serve the remainder of the term. A majority of the council may remove a member at any council meeting.

§ 2.52.030. Compensation of members.

Each member of the homeless commission shall be compensated at such rate as the city council may from time to time fix by resolution.

§ 2.52.040. Absence from meetings.

If, without cause, a member of the homeless commission is absent from three successive meetings of the commission, other than by permission of the commission expressed in its official minutes, the office of such a member shall be deemed to be vacant and the term of such member terminated. The homeless commission shall immediately inform the city council of such termination.

§ 2.52.050. Absence for cause.

An absence due to illness or an unavoidable absence from the city shall be deemed absence for cause if written notice thereof is sent to the homeless commission on or before the day of any regular meeting of the commission.

§ 2.52.060. Regular meeting.

A regular meeting as provided by law or by rule of the homeless commission shall be deemed a regular meeting for the purpose of this chapter.

§ 2.52.070. Organization.

The homeless commission shall elect its chairperson from among its appointed members for a term of one year, and subject to other provisions of law, may create and fill such other offices as it may determine. The homeless commission shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings and determinations, which record shall be a public record.

§ 2.52.080. Purpose.

A. The homeless commission shall act in an advisory capacity to the city council in all matters and efforts to address, assist and alleviate the growing population of unhoused individuals, or those on the verge of becoming unhoused, residing in the city.

B. To accomplish its purpose, the homeless commission may:

  1. Identify short-term and long-term strategies to decrease the homelessness and provide guidance and direction to the city council regarding the adoption and/or implementation of policies respective to those issues;

  2. Confer with local, state and federal organizations and programs in response to homelessness and disseminate information regarding relevant policies, organizations or events to help strengthen the city's own policies and strategies; and

  3. Provide a platform for the city to directly engage and foster cooperation with the homeless population in the community.

§ 2.52.090. Amendment by ordinance.

This chapter may be amended by ordinance of the city council.
