§ 2.12.010. Officers of government.¶
The government of the city shall be vested in the following officers:
A. A council of five members;
B. A clerk;
C. A treasurer;
D. Such subordinate officers or employees as are provided for by law, and deemed necessary by the council for the proper administration of the municipal government.

§ 2.12.020. Qualifications.¶
No person shall be eligible to hold office as councilmember unless he or she is an elector of, and has resided in, the city for the year preceding his or her election.

§ 2.12.030. Terms of elective officers.¶
The elective officers of the city shall hold office for a term of four years, and until their successors are elected and qualified.

§ 2.12.040. Oath of office.¶
Before entering upon his or her duties, each city officer shall take and file with the clerk the Constitutional oath of office.

§ 2.12.050. Vacancies.¶
The council shall fill any vacancy occurring in the offices provided for in this chapter, by appointment. If a vacancy occurs in an elective office and the council fails to fill it within thirty days, it shall immediately cause an election to be held to fill the vacancy. Any person appointed or elected to fill a vacancy shall hold office for the unexpired term of the former incumbent.

§ 2.12.060. Bonds of officers.¶
Before entering upon the duties of their offices, the clerk and the treasurer shall each execute a bond to the city. The penal sum of the bond shall be the amount recommended by the attorney and fixed by the council not less than thirty days before the election of the officer. The council may require bonds of any other officer or employee of the city, and shall approve all bonds. When approved the clerk's bond shall be filed with the mayor, and other bonds shall be filed with the clerk.

§ 2.12.070. Salaries.¶
Salaries of the city officers shall be fixed by the city council from time to time.

§ 2.12.080. City Hall office hours.¶
The City Hall which is situated at 1415 Santa Anita Avenue, South El Monte, will be open to the general public for the purpose of transacting business, Monday through Friday inclusive, between the hours of eight a.m. and five p.m. of each of those days, except the legal holidays as specified in Section 2.12.090. The City Hall shall also be open to the general public for the purpose of attending any council meeting held therein.

§ 2.12.090. Holidays.¶
On all days specified by Sections 6700 and 6701 of the California Government Code and on all Saturdays, and the Friday following any Thursday appointed by the president or governor for a public fast, thanksgiving or holiday, and including the Friday before any holiday specified in Section 6700 of the Government Code if such holiday falls on a Saturday, and excepting only Good Friday and the day on which an election is held throughout the state, are declared to be holidays, and all business offices of the city shall be closed to the public on said days.
