§ 4-6-1. Exemptions.¶
For purposes of this chapter, an "exempt organization" shall mean any organization, nonprofit corporation or unincorporated association which is exempt from the payment of federal income taxes, pursuant to Internal Revenue Code section 501, 521, 527 or 528, or which is exempt from the payment of state franchise and income taxes, pursuant to Revenue and Taxation Code sections 23701 through 23701t and 23704.

§ 4-6-2. Fees waived.¶
Upon the application of an exempt organization, the city council may waive any and all permit, license, application or other fees of whatever kind or nature which would otherwise be imposed by the city, including, but not limited to, fees imposed to mitigate environmental or other impacts. The city council may, in its discretion, waive all or only a portion of such fees.
A. Application for Waiver. Applications for the waiver of any permit, license, application or other fee shall be made in writing to the city clerk and shall be in such form as is approved by the city clerk. The city clerk may provide forms for such purpose and may prescribe the type of information to be provided thereon. No application shall be accepted unless it complies with the requirements of this subsection.
B. Investigations. The city clerk shall cause to be made such investigation of the facts bearing upon the application submitted as will serve to provide all necessary information to ensure that the action on the application is consistent with the intent and purpose of this chapter.
C. City Council Action. Within 30 days of the filing of an application with the city clerk, the application shall be considered by the city council. An application may not be granted unless the city council determines that waiver of the fees involved would serve either the interests of the city or the residents of the city, or would serve some other public purpose. Failure to find such public purpose shall constitute a denial of the application.
