§ 12-5-1. Surveys and monuments.

A. The survey to be used in preparation of a final map shall be made in a manner satisfactory to the city engineer and all monuments shall be subject to the inspection and approval of the city engineer before approval of the final map.

B. Markers and monuments shall be set as follows:

  1. Along exterior boundaries at all angle points, the beginning and ending of curves, and at intervals not in excess of 1,000 feet;

  2. The intersections of the center lines of all streets and centers of all cul-de-sacs;

  3. The intersections of the center lines of streets with exterior boundaries;

  4. Angle points, center line intersections, centers of cul-de-sacs, and the beginning and ending of all curves on the center lines or all streets shall be marked by permanent monuments not less substantial than galvanized iron pipe 1/2 inch in diameter, properly centered with lead plug and copper tags, and buried not less than 12 inches below the finished grade of the street or the surface of the ground;

  5. In case the streets are to be paved and sidewalks constructed, the angle points, beginning and ending of all curves, centers of cul-de-sacs, and the center line intersection of streets shall be marked with heavy spikes and copper tags, on center lines in the pavement. All tags set on center line of streets shall be large enough to allow R.C.E. and L.S. numbers to be legible.

C. All street center line intersections and centers of cul-de-sacs shall be referenced to four lead plugs and tags in curbs. Where no curbs are installed, such points shall be referenced to four lot corner monuments. Bearings and distances to said reference monuments shall be shown on eight and one-half (8-1/2) by 11 inch transparent material and shall be filed in the city engineer's office.

D. All corners shall be marked by permanent monuments with tags not less substantial than galvanized iron pipe 1/2 inch in inside diameter by 18 inches in length driven flush with the ground.

E. Front lot corners may be lead plugs and tags set on 12 inch offset in sidewalk on prolongation of lot line or radially where point falls on a curve.

F. The types of markers, the sizes used at the above locations, and ties, where necessary, shall all be clearly indicated on the final map.

G. All monuments set shall be permanently and visibly tagged with the certificate number preceded by the letters "L.S." or "R.C.E." as the case may be.

H. If any shortage or excess is found by the surveyor on the ground between existing monuments, compared with original records, any division of the total shall bear its proportion of such excess or shortage.

I. A traverse of the boundaries of the tract and all lots and blocks shall close within a limit of error of one foot to each 10,000 feet of circumference.

J. For the subdivision of public lands or section property, for the restoration of lost section corners, and for the retracement of section lines, the method to be followed shall be in accord with the instructions set forth in the Manual of Instructions for the Survey of Public Lands of the United States, published by the commissioner of the general land office, Department of Interior, Washington, D.C.

§ 12-5-2. City benchmark system.

A network of benchmarks has been installed throughout the city consisting of brass disc monuments set in concrete with elevations established on each of the monuments, and a location map has been prepared showing location, descriptions and list of elevations. All improvement plans for projects within the city which require reporting elevations and/or contours shall be based upon the city benchmark system, using the latest list of elevations available from the public works department.

If any of the city benchmarks will be disturbed as a result of an improvement project, the owner or owner's agent shall notify the public works department prior to the disturbance, and the public works department shall specify the manner in which the benchmark is to be replaced.

§ 12-5-3. Improvements required.

The city council shall, upon recommendation of the advisory agency and prior to approval of the final map, require such street improvements, utilities, drainage facilities, and structures, erosion control, fences, planting, right-of-way dedication and other provisions for public safety, health and general welfare, both within the subdivision and off the site as are, in its opinion, necessary and in accord with the law and the terms of this title. Such requirements may include provisions for maintenance, and all construction shall be in accord with official city standards.

Paving of roads prior to occupancy of any dwellings shall be required in all subdivisions. All underground utilities, including sewer connections, located within street rights-of-way shall be stubbed out to the property line of each lot abutting the right-of-way.
