8.12.010 - Enforcement of state law by city.¶
Pursuant to the authority granted by state law, the city assumes the responsibility for the enforcement of Part 1 (commencing with Section 17000) of Division 13 of the Health and Safety Code of the State of California, known as the Employee Housing Act, and the regulations adopted thereunder by the Commission of Housing and Community Development.

8.12.020 - County authorized to act for city.¶
The director of health services of the county and the authorized employees of his department shall administer and enforce this chapter and the state law and regulations referred to in Section 8.12.020 for and in behalf of the city, except that the building inspector of the city shall administer and enforce all laws, rules and regulations relating to the construction of labor camps.

8.12.030 - Permits and fees.¶
Every person operating a labor camp shall obtain a permit to operate such labor camp from the county director of health services, which shall be valid from the date of issuance through December 31st of the year of issuance. A fee for the issuance of such permit and for health inspection services shall be paid to the county director of health services at the time of issuance. The amount of the fee shall be established, and from time to time may be amended, by resolution of the city council.
