17.07.010 - Purpose. ¶
The purpose of the downtown specific plan is to provide policies and regulations to guide development in the downtown area of the city.

17.07.020 - Applicability.
A.
Downtown specific plan regulations shall only be applied within the boundaries of the downtown specific plan.
B.
Amendments to the downtown specific plan must be processed in compliance with Chapter 17.48 (Amendments).

17.07.030 - Other provisions.
A.
The uses and regulations for development in the downtown specific plan area are specified in Chapter 5 of the downtown specific plan. Matters not regulated by the downtown specific plan shall be regulated by other applicable provisions of Title 17 (Zoning).
B.
Where there is a conflict between the regulations in Title 17 (Zoning) and the downtown specific plan, the regulations in the downtown specific plan shall prevail.
