Sec. 5-7.01. - Fees to be charged.

The fees set out in Table 5-7.01 are established for the provision of Community Development Environmental Health Division services and shall be collected on all applications and activities performed by the Community Development Department. The Community Development Department is authorized to prepare administrative procedures to assist in implementing this chapter including, but not limited to, procedures for the timing and manner of collection of the fees involved.

V. LABORATORY FEES LABORATORY FEES
A. All lab analysis for environmental health sampling including but not limited to those that may be required or necessary for food supplies, pools, spas, recreational bathing areas, hazardous materials, water systems, etc. will be billed to the responsible party as follows: Lab costs plus hourly rate for staff time associated with sample collection, witnessing, and reporting plus shipping costs.

Businesses operating a farm for the purpose of cultivating the soil or raising or harvesting any agricultural or horticultural commodity when requirements of Section 25503.5(a)(5) of Chapter 6.95 of Division 20 of the California Health and Safety Code are met $ 0.00
Hazardous materials business plan exemption of businesses that utilize fuels for the sole purpose of heating and or cooking in the quantities less than or equal to 500 gallons of a flammable liquid or 1,150 gallons of a flammable gas. Refer to Section 3-11.03.1 of this Code (Ord. 04-12) $ 0.00

(e.g. An underground storage tank facility with 4 tanks that is a small quantity hazardous waste generator = first tank $426.00 + 3 additional tanks x $86.00 + one half of the small quantity generator fee $112.00/2 = $426.00 + $258.00 + $56.00 = $740.00
CAL ARP FACILITIES:
Business handling extremely or acutely hazardous materials or waste assessed time of service required to process RMPP (Risk Management Protection Plan) at staff hourly rate. $385.00
QUALIFIED REMOTE SITE FACILITIES: (One time flat fee only) $200.00
Note: All hazardous material facilities are subject to state surcharge fees as required by state law.
VIII. SOLID WASTE SOLID WASTE
A. Solid waste facilities permit revision—fee shall be based on actual time and materials. Applicants shall deposit $5,000.00 for application processing. Staff time shall be billed at the hourly rate specified in the Administration Section XIII contained herein. Additional deposits may be required throughout the process. Upon completion of the project any unused deposit will be refunded.
B. Solid waste vehicle permit (per vehicle) $ 95.00
NOTE: All County owned and or operated solid waste facilities are exempt from fees.

A. Large quantity generators
1) Acute care hospital, skilled nursing facility, specialty clinics, acute psychiatric hospital, intermediate care clinics, primary care clinics (as defined in the Health and Safety Code) fees are based on the number of beds serviced as follows.
a. 1-99 beds $200.00
b. 100-200 beds $270.00
c. 200 beds $325.00
2) Licensed clinical laboratory (as defined in B&P Code Section 1206(a)(7)) $175.00
3) Health care service plan facility (as defined in Health and Safety Code Section 1345(f)) $175.00

XIII. ADMINISTRATION ADMINISTRATION
A. NONROUTINE SERVICES INCLUDING BUT NOT LIMITED TO: RE-INSPECTION, EMERGENCY RESPONSE, SPECIAL REQUESTS, ADDITIONAL REVIEW AND /OR CONSULTATION OR ADMINISTRATIVE HEARINGS FOR ALL PROGRAMS
1) Per hour/per each environmental health specialist $ 72.00
2) Deputy Director of Environmental Health (per hour) $130.00
B. Penalties
1) Fine for opening a facility without a permit = two times the permit fee.
2) Penalties for late payments—all annual fees are due within 30 days of the billing date. A cumulative 10% of the unpaid balance shall be paid on all balances 60 days past due.
3) The wavier of late fees and the establishment of payment plans shall be the sole decision of the Director of Community Development and shall be determined on the circumstances presented to the Director on a case by case basis. The decision by the Director is final and not subject to appeal.
4) Refund policy: refunds may be made for any fee erroneously paid or collected. Refunds may be made for services not rendered. All refunds shall be less departmental costs (e.g. filing fee, plan review, inspections, etc.). Minimum of $45.00. No refunds for permit renewal applications or annual fees. Claims for refunds shall be by written request by the person who paid the fee and must be made within one year of date period.
5) Returned check charge $ 24.00
C. Prorated schedule—applies to facilities regulated in the food, pool, spa, and body art programs only. Annual fees shall be prorated as follows: The fee assessed shall be based on the date the facility is authorized to commence or commences operation, whichever occurs first.
Facilities opening January 1st—March 31st 100% fee
Facilities opening April 1st—June 30th 75% fee
Facilities opening July 1st—September 30th 50% fee
Facilities opening October 1st—December 31st 25% fee
D. Seasonal fee schedule—applies to seasonal operations such as organized camps, fire camps. Annual fees will be calculated based on quarters of operation.

Facilities operating 181 through 270 days 75% fee
Facilities operating 271 through 365 days 100% fee

XIV. PERSONAL HEALTH SERVICES PERSONAL HEALTH SERVICES
1. All state supplied vaccine will be provided at an administration fee at the maximum rate allowed by state.
2. Flu—maximum rate allowed by state.
3. All non-state supplied vaccine will be provided at a charge of $20.00 administration fee plus the County's cost of the vaccine.
4. TB skin testing $20.00
5. Travel immunizations—administration fee of $35.00 plus County's cost of vaccine
a. Typhoid
b. Yellow Fever
6. Medical marijuana I.D. card fee—$90.00 plus applicable state fee
Note: Medi-Cal clients pay one-half of this fee pursuant to state law.
