4-9.301 - Definitions.¶
For the purposes of this article, unless otherwise apparent from the context, certain words and phrases used in this article are defined as follows:
(a) "Vehicle" shall mean a device by which any person or property may be propelled, moved, or driven upon land or water, excepting a device moved by human power or used exclusively upon stationary wheels or tracks, including all conveyances subject to registration under the Vehicle Code of the State.
(b) "Established place of business" shall mean a place occupied, either continuously or at regular periods, in a zone permitting such business established by the provisions of this Code, and under a permit issued pursuant to the provisions of this Code, by a vehicle dealer or manufacturer where the books and records pertinent to the type of business are conducted or kept. The place of business shall have an office and a display or manufacturing area situated on the same property where the business peculiar to the type of license issued by the Department of Motor Vehicles of the State is or may be transacted.
(c) "Park," "parked," or "parking" shall mean the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of, and while actually engaged in, loading or unloading merchandise or passengers.

4-9.302 - Prohibitions.¶
Except as otherwise provided in this article, it shall be unlawful for any person to park any vehicle on any public or private property for the purpose of displaying for sale or rent such vehicle or any item therein, thereon, or attached thereto.

4-9.303 - Exceptions.¶
The provisions of Section 4-9.302 of this article shall not apply to any of the following:
(a) Any person parking no more than one vehicle at a time for the purpose specified in said Section 4-9.302 on property in which such person has a right to possession, or on the property of another with the written consent of the owner or lessee or person in lawful possession of such property, where there is no more than one vehicle so parked and displayed at any one time on such property;
(b) A vehicle on an established place of business for which is held a license issued pursuant to the provisions of Chapter 3 (commencing with Section 11500) or Chapter 4 (commencing with Section 11700) of Division 5 of the Vehicle Code of the State when such vehicle is parked by the licensee or any person with the consent of the licensee; and
(c) The parking of a vehicle on any State highway, which parking is prohibited by the provisions of Section 731 of the Streets and Highways Code of the State.
Nothing in this section shall make lawful any action regulated by any other provision of this Code.
