10.08.010 - Enforcement authority.

It is the duty of the police to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the city traffic engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specifically imposed upon said department by this title.

10.08.020 - Traffic and safety engineer.

A. The city engineer or such other official as designated by the city manager shall be the city traffic and safety engineer. The duties as city traffic and safety engineer will be in addition to the officer's other duties, and he or she shall exercise the powers and duties with respect to traffic as provided in this title. Whenever the city traffic and safety engineer is required or authorized to place or maintain official traffic control devices or signals, he or she may cause such devices or signals to be placed or maintained.

B. Powers and Duties. It is the general duty of the city traffic and safety engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering and investigation of traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this city. Whenever, by the provisions of this title, a power is granted to the city traffic and safety engineer or a duty imposed upon him or her, the power may be exercised or the duty performed by his or her deputy traffic and safety engineer, before erecting, establishing, installing or removing any official traffic control device or sign must recommend such action to, and obtain the approval of, the city council.

10.08.030 - Traffic accident studies and reports.

A. Whenever, in the opinion of the traffic safety engineer, accidents at any particular location become numerous, he or she shall conduct studies of such accidents and determine remedial measures.

B. The police department shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed by month, year, and accident report number. Such reports shall be available for the use and information of the city.

10.08.040 - Traffic safety reports.

A traffic report shall be prepared annually, which shall be filed with the city council. Such report shall contain information on traffic matters in this city as follows:

A. The number and location of traffic accidents, the number of persons killed, the number injured, and other pertinent traffic accident data;

B. The number of traffic accidents investigated and other pertinent data on the safety activities of the police;

C. The plans and recommendations of the department for future traffic safety activities.

10.08.050 - School crossing guards.

The city traffic and safety engineer shall determine and designate all locations where school crossing guards should be assigned or removed. All such determinations shall be based upon traffic engineering principles, studies and investigations. School crossing guards shall be appointed and administered by the police in conformance with the Vehicle Code.
