2-3-1: COMMISSION CREATED:¶
There is hereby created a recreation and community services commission in and for the city. (Ord. 97-4, 8-4-1997)
2-3-2: MEMBERSHIP; ORGANIZATION; COMPENSATION:¶
(A) Membership: The recreation and community services commission shall be composed of seven (7) regular members. The seven (7) regular members shall be comprised of six (6) citizens appointed at large by the city council and one representative from the Selma Unified School District. (Ord. 97-4, 8-4-1997)
(B) Organization: The term of office shall be two (2) years. All terms will begin on July 1 and end on June 30 two (2) years after appointment. Should a vacancy occur in the commission for any reason, the vacancy shall be filled for the unexpired term by an appointment of the council. Whenever in the discretion of the council, the best interests of the city shall be subscribed thereby, any appointed member of the commission shall be removed from office by a four-fifths (4/5) vote of the council. (C) Compensation: The compensation of each member of the recreation and community services commission is hereby fixed at the sum of twenty five dollars ($25.00) per meeting for which the commission member is in attendance. Compensation may be hereafter set by resolution of the city council. (Ord. 2005-12, 12-5-2005)
2-3-3: MEETINGS:¶
Within ten (10) days after their appointment, the members of the commission shall meet in regular session and organize, by electing from their members a secretary, who shall hold office for one year. Thereafter the commission shall hold such regular or special meetings of its members as it may determine to be necessary. It shall be the duty of the chairperson to preside over all meetings of the commission and transmit its recommendations to the council. (Ord. 810, 2-19-1980; amd. Ord. 896, 8-3-1987)
Regular meetings shall be held at such stated times as may be fixed by the commission by resolution. Special meetings of the commission may be called by the chairperson or by any three (3) members. (Ord. 91-5, 7-15-1991)
Four (4) members shall constitute a quorum, but a lesser number may adjourn from time to time to a day certain. (Ord. 97-4, 8-4-1997)
2-3-4: ABSENCE FROM MEETINGS:¶
2-3-5: DUTIES AND RESPONSIBILITIES:¶
(A) To conduct its meetings in a businesslike manner. (Ord. 810, 2-19-1980)
(B) Accept as its major responsibility to guide the recreation and community services department toward fulfilling the recreation needs of the community. (Ord. 97-4, 8-4-1997)
(C) Recommend policies, rules and regulations for the conduct and operation of park and recreation facilities, including, but not limited to: Vance Memorial Youth Center, Edgecomb Center, Brentlinger park, Lincoln park, Ringo park, Sheridan park, Floral/Thompson park and school sites when applicable. The executive administration of said policies, rules and regulations, once adopted, to be the responsibility of the recreation and community services director.
(D) Review and make recommendations on the annual fiscal operating budgets for parks and recreation as prepared by the recreation and community services director. (Ord. 810, 2-19-1980; amd. Ord. 97-4, 8-4-1997)
(E) Visit recreation programs and facilities whenever possible.
(F) Support a statement of the philosophy of the commission and department.
(G) Be able to interpret park and recreation programs as required.
(H) Hold joint meetings and act in liaison with other agencies, districts, groups and individuals concerned with social services as required.
(I) To review and recommend the recreational element to be considered in the general plan of the city as provided in Government Code section 65300 et seq.
(J) To perform or consider any additional duties as may be designated by the council by resolution, ordinance or directive. (Ord. 810, 2-19-1980)
2-3-6: RECREATIONAL DIRECTOR:¶
2-3-7: COOPERATION OF CITY DEPARTMENTS REQUIRED:¶
All officers, departments and department heads of the city shall render cooperation and all reasonably necessary assistance to the recreation and community services commission. Neither the commission nor any person connected with the commission shall incur any financial liability in the name of the city. (Ord. 370, 6-17-1946; amd. Ord. 97-4, 8-4-1997)
2-3-8: ANNUAL REPORT OF COMMISSION:¶
The commission shall render annually a full report of its work to the council. (Ord. 370, 6-17-1946)
2-3-9: RECREATION FUNDS:¶
The council shall establish a recreation fund, prepare an annual recreation budget, receive voluntary contributions and appropriate such money as it may deem necessary for the purpose of carrying on the activities of the commission. (Ord. 370, 6-17-1946)
