6.20.010 - Enforcement powers.¶
A. Pursuant to the provisions of Section 836.5 of the Penal Code, the poundmaster and his designated deputies are hereby authorized to arrest a person without a warrant whenever they have reasonable cause to believe that the person has committed a misdemeanor in their presence which is a violation of this title or state law relative to animal control. Upon making such an arrest, the poundmaster or his designated deputy shall release the person arrested pursuant to Section 853.6 of the Penal Code, the provisions of which are hereby adopted by reference as part of this section. The poundmaster and his designated deputies are further authorized to issue citations for any violation of this title or state law relative to animal control.
B. The poundmaster, or his designated deputies, are hereby expressly authorized, when acting in the course and scope of their official duties, to capture or, if no other reasonably effective means of control is available, to dispatch any dog found at large in the act of violating Section 6.16.060.
C. Any person who finds any dog upon his or her property without permission in violation of this title may use any reasonable means to capture such dog for the purpose of delivering it to the poundmaster for impoundment.

6.20.020 - Badges.¶
The poundmaster and his deputies while engaged in the execution of their duties shall wear in plain view a badge having, in the case of the poundmaster, the word "Poundmaster," and in the case of the deputy pound-master, the words "Deputy Poundmaster" engraved thereon.

6.20.030 - Interference with poundmaster.¶
It is unlawful for any person to resist or interfere with the poundmaster or deputy poundmaster in the discharge of their official duties.

6.20.040 - Statement of name, exhibition of license and evidence of vaccination.¶
No person owning or having charge, care, or control of any dog shall fail or refuse to state his true name and residence address, or to exhibit evidence of rabies vaccination or the license certificate required by this title when requested to do so by the poundmaster or any peace officer of this city or the county health officer.

6.20.050 - Reserved.¶
Editor's note— Ord. 86.3[a], § 22, adopted Oct. 21, 2009, repealed § 6.20.050, which pertained to detention and destruction of animals declared to be vicious or habitual offenders and derived from Ord. 86.2 § 1 (part), 1987.
6.20.060 - Penalties.¶
A. Violation of any of the provisions of this title, except for violations of Sections 6.04.090, 6.04.100, 6.04.110, 6.08.010(f), 6.16.055, 6.16.080, 6.16.140, 6.16.150, 6.16.160, 6.16.180, 6.16.190, 6.20.030 and 6.02.040, an infraction punishable by a fine of twenty-five dollars for the first offense, a fine of fifty dollars for the second offense and a fine of one hundred dollars for the third or subsequent offense.
B. Violation of any of the provisions of Sections 6.04.090, 6.04.100, 6.04.110, 6.08.010(f), 6.16.055, 6.16.080, 6.16.140, 6.16.150, 6.16.160, 6.16.180, 6.16.190, 6.20.030 and 6.02.040 is a misdemeanor and punishable as such by fine and/or imprisonment.

6.20.070 - Inspection authority.¶
The poundmaster and his designees are hereby empowered to inspect and take necessary actions to stop all practices that cause animal torment or torture, or involve cruelty to any animal, as such terms are defined in Section 599(b) of the California Penal Code. To ensure that minimum standards for animal housing and care are being provided, pet shops and kennels shall also be inspected and licensed; provided, however, that no such inspection and/or licensing shall occur until the poundmaster has first promulgated rules and regulations regarding minimum standards of animal housing and care, including provisions for the enforcement thereof, and such rules and regulations have been approved by the city council. Fees for licensing and inspection shall be as established by resolution of the city council.
