§ 4-28.160. Creation—Use.¶
In the exercise of any of the powers provided in this title, the Council may, by resolution, create a revolving fund, transfer lawful funds to it, use said funds for the purposes designated, reimburse said fund from any funds derived pursuant to this title, and dissolve said fund by retransferring said funds to the funds from which it was created.

§ 4-28.170. Power.¶
In the performance of the functions provided in Section 4-28.160, the Council may, but need not, take proceedings as provided in Article 2 (commencing with Section 43420), Chapter 3, Division 4, Title 4 of the Government Code.
