§ 16-08.010. Meaning of terms.

The terms defined in this chapter and their variants, as used in this title, have the meanings set forth unless the context requires a different meaning.

§ 16-08.020. Bond law.

The term "bond law" means Chapter 3-12 of this code, as now or hereafter amended, or any other law pursuant to which bonds are issued.

§ 16-08.030. Bonds.

The term "bonds" means any bonds, notes, interim certificates, debentures, certificates of participation, or any other obligations issued by the City.

§ 16-08.040. Charges.

The term "charges" includes assessments, fees, tolls, rates, and rentals.

§ 16-08.050. City.

The term "City" means the City of Santa Rosa.

§ 16-08.060. Code.

The term "code" means the Santa Rosa City Code.

§ 16-08.070. Enterprise.

The term "Enterprise" means the whole and each and every part of the existing storm, surface and flood water system of the City, comprising all facilities for the collection, treatment and disposal of storm, surface, and flood water including all additions, betterments, extensions and improvements to such system, or any part thereof, hereafter acquired or constructed or financed. In any resolution or indenture providing for the issuance of bonds for acquiring, constructing, improving, or financing any enterprise, the Council may define "Enterprise" and that definition applies to the bonds so authorized.

§ 16-08.080. General law.

The term "general law" or "act" means an enactment of the Legislature of the State of California. Unless otherwise provided in this title, said law shall be as now or hereafter amended or codified.

§ 16-08.090. Improve.

The term "improve" means reconstruct, replace, extend, repair, better, equip, develop, embellish, or otherwise improve.

§ 16-08.100. Storm water.

The term "storm water" includes storm drainage, surface water and flood waters.

§ 16-08.110. Revenues.

The term "revenues" means, for any period of computation, all charges received for, and all other income and revenues derived by the City from, the ownership or operation of the Enterprise or otherwise arising from the Enterprise during such period. In any resolution or indenture providing for the issuance of bonds for acquiring, constructing, improving, or financing any enterprise, the Council may define "revenues" as that definition applies to the bonds so authorized.
