Section 9-88.01. Subdivision and parcel maps.¶
(a) In the case of subdivision developments, each tentative map or parcel map shall be required to provide the cable television franchise serving the geographical area in which the subdivision is located, an easement on land identified on the map as dedicated or to be dedicated to public utility use, for any equipment necessary to extend cable television services to each parcel in the subdivision.
(b) If a condition of approval of a tentative subdivision map or parcel map necessitates replacing, undergrounding or permanently or temporarily relocating existing cable television facilities the subdivider shall reimburse the cable television franchise its costs as required by Government Code Section 66473.6 or its successor statute.
(c) The owner or developer shall be required to provide open trenching and materials for the CATV conduit substructure and to close the same, to the reasonable specifications and reasonable construction schedule of the cable television franchise. At the option of the owner or developer, said materials may be purchased from the cable television franchise, at cost plus tax, freight and handling charges or purchased independently of the cable television franchise and provided to the cable television franchise, specifications. Should the City find that the owner or developer has failed to provide the required trenching, materials, or trench closing, as specified herein, a 30 day written notice shall be submitted to the developer demanding corrective action. If the developer fails to correct the construction delays within the time specified the City may implement remedial actions including, but not limited to:
(1) Withdrawing construction permits;
(2) Causing such work to be completed and upon so doing, submit to the developer an itemized statement of the costs thereof. The developer shall, within 30 days after receipts of such statement pay to the City the entire amount thereof.
(d) In cases of new construction or property development within the franchise area where utilities are to be placed underground, the developer or property owner shall give notice to the cable television franchise no later than time of notice to public utilities. Said notice of such construction or development shall specify the date on which open trenching will become available for the cable television franchise installation of conduit, pedestals and/or vaults, and laterals. Cable television franchise shall provide specifications as needs for trenching.

Section 9-88.02. New residential development and construction requirements.¶
(a) The cable television franchise serving the geographical area in which a new residential development is located, shall extend underground cable and install electronic components necessary for providing cable television service to and through any new residential developments for which utilities will be underground, on a concurrent basis with the installation of utility facilities. The cable television franchise shall also provide the necessary labor to install the following CATV conduit substructure materials:
(1) Two inch trunk and/or distribution conduit;
(2) Pedestals and/or vaults;
(3) One inch laterals from tap vaults to the individual dwelling units.
(b) Each residential unit shall be constructed by the owner or developer as to provide at least two pre-wired outlets for one bedroom units and a minimum of three prewired outlets for all other dwelling units for cable television. Prewired outlets shall be connected to and wired to the specifications of the cable television system which services the area. The owner or builder of the residence shall pay the costs of the prewiring.

Section 9-88.03. New industrial and commercial development requirements.¶
Each industrial and commercial development shall be constructed by the owner or developer so as to provide access and easement to the cable television franchise serving the geographical area in which the development is located. The CATV conduit substructure shall be installed by the developer or property owner from the development boundary to each building therein to the specifications of the cable television franchise. The owner or builder of the development shall pay the costs of materials and installation.
