SCHEDULE I. - SPEED LIMITS.¶
(A) It is hereby determined upon the basis of engineering and traffic surveys that the speeds permitted by state law upon the following streets vary from the speeds which would be reasonable and safe under the conditions found to exist upon such streets, and that the speed limits hereinafter set forth would facilitate the orderly movement of vehicular traffic and would be reasonable and safe. It is hereby declared that the prima facie speed limits on those streets or parts of streets designated when signs are erected giving notice thereof shall be as follows:
