GENERAL PROVISIONS¶
§ 73.01 - LICENSE PLATES; MUTILATION PROHIBITED.¶
(A) A license plate, which shall be in the form of a decal, shall be numbered and shall properly identify the licensee as having obtained his license from the Department of Police Services.
(B) No person shall remove, mutilate, deface or destroy any license plate or transfer any such license plate to any bicycle for which the same was not issued.
(C) Violation of this section shall be deemed an infraction.

§ 73.02 - REPORTS OF SALES OR TRANSFERS.¶
(A) It shall be the duty of any person residing within the city who sells or transfers ownership of any registered bicycle to report such sale or transfer by returning to the Director of Police Services the registration card issued to such person as licensee thereof, together with the name and address of the person to whom such bicycle was sold or transferred. Such report shall be made within five days of the date of such sale or transfer.
(B) Every auctioneer, auto wrecker, foundry, pawnbroker, secondhand dealer, junk dealer or bicycle dealer shall notify the Director of Police Services in writing on forms prescribed, not less often than once a week, of every bicycle received in the course of business by him since his last report. In such reports he shall describe each such bicycle received and give the license number thereof, if any, in addition, he shall supply such other information as the Director of Police Services shall require. Such dealer shall not sell, transfer, deliver, destroy or alter any such bicycle until 14 days after its receipt has been reported to the Director of Police Services.

§ 73.03 - BICYCLE, COASTER OR TOY VEHICLES UPON SIDEWALK AREA ON FLORENCE AVENUE BRIDGE.¶
(A) Any person riding upon any bicycle, coaster or any toy vehicle shall not ride within any sidewalk area on the Florence Avenue Bridge over the Santa Ana Freeway from the city limits on the west to Orr and Day Road on the east. The Superintendent of Streets is directed to post signs giving notice of this prohibition.
(B) Violation of this section shall be deemed an infraction.

§ 73.04 - RIDING IN CROSSWALKS.¶
(A) Any person crossing a street within any portion of a crosswalk across such street, and in possession of a bicycle at the time, shall not ride such bicycle within such crosswalk area, but shall dismount therefrom and guide such bicycle by hand while within such crosswalk area.
(B) Violation of this section shall be deemed an infraction.

REGISTRATION¶
§ 73.15 - REQUIRED.¶
(A) No person shall operate or permit to be operated on any street any bicycle propelled wholly or in part by muscular power, unless such bicycle shall first have been registered and licensed as provided in this subchapter.
(B) Violation of this section shall be deemed an infraction.

§ 73.16 - APPLICATION.¶
Any person desiring to register a bicycle shall make an application to the Director of Police Services upon forms provided by the city. Such form shall show the name and address of the applicant, a description of the bicycle to be registered, including the name, serial number, if any, and color thereof, together with such other information or description as may be required.

§ 73.17 - PERMANENT REGISTER; ISSUANCE OF CERTIFICATE AND LICENSE.¶
(A) Upon receipt of an application for the registration of a bicycle, the Director of Police Services shall register such bicycle in a permanent register and give such bicycle a registration number.
(B) When a bicycle is registered in the permanent register, a registration certificate and a license shall be issued to the applicant. Both the registration certificate and license shall bear the registration number assigned.

§ 73.18 - TERM.¶
A bicycle registration and license shall expire four years after the end of December 31 of the year during which such registration and license first take effect.

§ 73.19 - TRANSFER.¶
It shall be the duty of the purchaser or transferee of a sold or transferred bicycle to apply for a transfer of registration therefore within five days of the date of such sale or transfer.

§ 73.20 - REREGISTRATION.¶
If the license plate is lost, stolen or mutilated, the person owning such bicycle shall make an application to reregister such bicycle. The previous registration shall be cancelled, the bicycle shall be reregistered in the permanent register, and, if necessary, a new identifying number shall be given to such bicycle.

§ 73.21 - FEES.¶
The applicant shall pay a fee as set from time to time by City Council resolution for each new license issued, each reregistration or each transfer of registration.
