Sec. B38-1. - Purpose.¶
The Board of Supervisors enacts this Division to protect the public from the health and safety hazards and the harm to property values that result from the neglect and deterioration of property and to preserve the livability, appearance, environment, and social and economic stability of unincorporated Santa Clara County.

Sec. B38-2. - Prohibited activity.¶
No Person shall cause or materially contribute to property blight. No Person who owns real property or who has the current right to possess real property in which property blight exists shall allow it to continue by his or her action or inaction.

Sec. B38-3. - Scope.¶
The provisions of this Division are only applicable to privately-owned properties in Urban Residential or Commercial base districts as defined in County Zoning Ordinance Chapters 2.30 and 2.40.

Sec. B38-4. - Definitions.¶
In addition to the definitions provided by Division A1 of this Code, and except as otherwise provided in this Division, the definitions set forth in this Section shall govern the application and interpretation of this Division.
(a) Airplane. This term shall be defined as it is in Code of Federal Regulations Title 14, Section 1.1 or any successor legislation.
(b) Motor Vehicle. This term shall be defined as it is in Section B14-11.2(n) of this Code, except that motorized wheelchairs, bicycles, and tricycles are not "Motor Vehicles" under this Division.
(c) Polluted Water. Water that contains any bacterial or algae growth, remains of rubbish, fecal matter, untreated sewage, refuse, debris, papers, or any other foreign matter or material that, because of its nature, extent, or location, constitutes an unhealthy or unsafe condition.
(d) Recreational Vehicle. This term shall be defined as it is in California Health and Safety Code § 18010 or any successor legislation.
(e) Vacant. A building or structure that is unoccupied by Persons.
(f) Vector. This term shall be defined as it is in California Health and Safety Code § 2002(k) or any successor legislation.
(g) Vessel. This term shall be defined as it is in Section B14-11.2(v) of this Code.
