Sec. B14-45.1. - Special park facilities.

(a) "Special Park Facilities" include, but are not limited to: Motorcycle Park, Vasona Boating Center, Field Sports Park, hang gliding areas, dog training facilities, radio-controlled aircraft fields, and archery ranges.

(b) Use of Special Park Facilities is subject to compliance with rules and regulations established by the Director and on file with the Department.

(c) The Director may elect to manage access and use of Special Park Facilities through issuance of Valid Permits.

Sec. B14-45.2. - Motorcycle park.

(a) Persons using the Motorcycle Park are subject to all other provisions of this Code, including any additional provisions contained in this Chapter and in any and all state statutes and regulations pertaining to Motor Vehicles, motorcycles, off-road vehicles, equipment, registration, and licensing.

(b) All persons and Motor Vehicles using the Motorcycle Park or seeking admittance are subject to inspection by the Department at the time of admission, which may include verification of compliance with all vehicle safety regulations and other legal requirements, registration, and licensing. A failure to demonstrate such compliance is grounds for denial of entry, prohibition or restrictions on use, or imposition of such other conditions as are necessary to maintain the safety or security of the Motorcycle Park and other Park users, as solely determined by the Department personnel assigned to the Park or as otherwise required by the Director.

(c) Safety helmets must be worn at all times by riders while riding on the Motorcycle Park premises.

(d) All persons and Motor Vehicles must remain on the designated roads and trails in the Motorcycle Park and comply with all rules, regulations and the Park traffic patterns.

Sec. B14-45.3. - Regulated activities.

(a) The following activities could interfere with or be potentially dangerous to others. Therefore, these activities must take place in specifically designated areas as authorized by the Director. A Valid Permit for the following activities is required.

(1) Any animal-pulled cart or wagon.

(2) Self-propelled (gas motor or other drive) Model Craft. Model Craft must be operated within the line of sight of the person controlling it.

(3) Model rockets.

(4) Hang gliding, parachuting, parasailing, or hot air ballooning.

(5) Hard ball baseball, lawn darts, archery, and golf.

(6) Downhill mountain bicycle racing.

(b) Except as expressly and directly authorized by applicable law, without a Valid Permit issued by the Director authorizing such use, no person shall launch or land a Drone, aircraft, or personal air vehicle within any Park Area or on any structure, facility, or equipment located within any Park Area.

(1) This subsection shall not apply to an emergency landing by a Drone, aircraft, or personal air vehicle within any Park Area. The owner or operator of the Drone, aircraft, or personal air vehicle has the burden of demonstrating, to the satisfaction of the Director, that a real emergency existed that justified the landing. A person who launches a Drone, aircraft, or personal air vehicle from or within a Park Area without a Valid Permit from the Director, shall not be entitled to claim that a landing within a Park Area was an emergency landing.

(c) Any Drone that, or person operating a Drone who, is required under any applicable law to have a valid license or permit to operate, shall have such a license or permit before taking off or landing within any Park Area. In addition to any other valid basis, a failure to have such license or permit is grounds for denial of a Valid Permit for any take-off or landing within a Park Area.

(d) A person who violates or fails to comply with any part of this section is guilty of a misdemeanor.

Sec. B14-45.4. - Hang gliding.

No person shall use any craft known as a paraglider, hang glider, or similar device on or over any Park Area unless the Director has issued to such person or group a Valid Permit for such use specifying the designated area and the date and time of day for such use. A person who violates or fails to comply with any part of this section is guilty of a misdemeanor.
