Sec. B14-61.1. - Authorization to charge fees.¶
(a) The Director may charge and collect fees for permits, various activities, Park use, Park entrance, facility use, and administration costs, as established by resolution approved by the Board of Supervisors and amended from time to time.
(b) The Director will set fees and charges pursuant to applicable law and take into account:
(1) The amenities, service, activities, or programs provided based on an understanding of actual cost, revenue, and subsidy level;
(2) The service or program area's determined classification and cost recovery goals, allocating costs taking into account who will be receiving the benefit of the program or services;
(3) The market rates and the impact on demand; and,
(4) Maximizing the availability of services to park users and balancing the amounts charged for various user groups.

Sec. B14-61.2. - Unspecified fees.¶
In all situations where a special use permit or reservation permit is required, a fee may be charged. If a fee is not specified, the fee shall be the same amount that is charged for a use which is closest in kind and in cost to the Department for that use for which a permit is being requested. In no event shall the fees exceed the average costs of providing the services or products and the cost of enforcing applicable regulations.

Sec. B14-61.3. - Refund of fees.¶
Reservations and program registrations may be cancelled, transferred, or changed per the Department's cancellation/transfer policy (as may be amended from time to time) as established by resolution approved by the Board of Supervisors. The refund amount may vary based on the number of days prior to the arrival date or program start date in which the request is received as stipulated in the Cancellation/Transfer Policy.

Sec. B14-61.4. - Waiver and reduction of fees.¶
(a) Except where otherwise prohibited by applicable law or otherwise inconsistent with County policies or procedures, the Director may accept, in lieu of fees required under this Chapter, or a portion thereof, public service in County Parks, property, or products equal in value to the amount of the fee waived.
(b) Except where otherwise prohibited by applicable law or otherwise inconsistent with County policies or procedures, the Director may exempt any public function or activity sponsored by the Department from all fees or Deposits, or waive or reduce any fees or Deposits for any public function or activity jointly sponsored by the Department. Such sponsorship must first be approved by the Director.
(c) Except where otherwise prohibited by applicable law or otherwise inconsistent with County policies or procedures, the Director may waive or reduce any fee for the use of a facility or program registration for another governmental agency or non-profit organization. Fee Waiver or reduction request must be accompanied by a letter signed by the requesting agency director, executive, or officer.
(d) Except where otherwise prohibited by applicable law or otherwise inconsistent with County policies or procedures, the Director may exempt Youth Organizations and Youth school groups from the fee for a specimen collection permit.
(e) Except where otherwise prohibited by applicable law or otherwise inconsistent with County policies or procedures, the Director may provide passes or vouchers towards the use of Park facilities or participation in Park programs to individuals or groups for promotional, marketing, or customer retention purposes. The numbers of passes or vouchers issued and the individuals and groups to whom they are provided shall be documented.

Sec. B14-61.5. - Timing and proof of payment of fees.¶
(a) Any fee or charge established by ordinance or resolution for use of any Park shall be paid in advance of such use unless the Director has authorized later payment.
(b) Proof of payment for any applicable Motor Vehicle or Vessel entry fee shall be visible and prominently displayed within each Motor Vehicle and Vessel.
