Sec. 23-14. - Alteration of speed limits.¶
It is hereby determined, pursuant to applicable California Vehicle Code sections, that the speeds permitted by state law upon the highways hereafter designated in this chapter are greater or less than is reasonable or safe under the conditions found to exist upon such highways. It is hereby declared that the prima facie speed limits shall be as designated in this article, effective when signs are erected giving notice thereof, pursuant to the provisions of sections 22357, 22357.1, 22358, 22358.3, 22358.4 and 22358.5 of the California Vehicle Code and any amendments or successors thereto.

Sec. 23-15. - Fifteen miles per hour speed limit near schools.¶
The speed limit for the highways or portions thereof designated in this section is hereby determined and declared to be fifteen miles per hour while children are going to or leaving school either during school hours or during the noon recess period, and while the school grounds are in use by children and the school grounds are not separated from the highway by a fence, gate or other physical barrier.

The speed limit for the highways or portions thereof designated in this section is hereby determined and declared to be twenty miles per hour.

Sec. 23-15.3. - Twenty-five miles per hour speed limit adjacent to children's playgrounds.¶
The speed limit for the highways or portions thereof designated in this section is hereby determined and declared to be twenty-five miles per hour adjacent to any children's playground in a public park but only during particular hours or days when children are expected to use the facility.

The speed limit for the highways or portions thereof designated in this section is hereby determined and declared to be forty-five miles per hour.

Sec. 23-15.9. - Additional five miles per hour speed limit reduction.¶
The speed limit for the highways or portions thereof designated in this section is hereby determined and declared to be reduced an additional five miles per hour because they are either designated as a safety corridor in accordance with the California Vehicle Code Section 22358.7(a)(1) and Section 22358.7(b)(1) or adjacent to any land or facility that generates high concentrations of bicyclists or pedestrians, especially those from vulnerable groups such as children, seniors, persons with disabilities, and the unhoused in accordance with the California Vehicle Code Section 22358.7(a)(2).
