Sec. 86-26. - Definitions.¶
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Driver means every person in charge of or operating any taxicab or rent car, either as agent, employee or otherwise under the direction of the owner.
Owner means every person having use or control of any taxicab or rent car whether as owner, lessee or otherwise.
Rent car means every automobile or motor-propelled vehicle, excluding taxicabs, and operated at rates per hour, and not equipped with a taximeter used for the transportation of passengers for hire over the public streets of the city and not over a defined route and irrespective of whether the operations extend beyond the city, and such vehicle is routed as to destination under the direction of such passenger or passengers, or of such person hiring the same.
Street means any place commonly used for the purpose of public travel.
Taxicab means every automobile or motor-propelled vehicle operated at rates per mile, or for wait-time, or for both, and equipped with a taximeter, used for the transportation of passengers for hire over the public streets of the city and not over a defined route and irrespective of whether the operations extend beyond the boundary limits of the city, and such vehicle is routed as to destination under the direction of a passenger, or of such persons hiring the same.
Taximeter means any mechanical instrument, appliance, device or machine by which the charge for hire of a passenger-carrying vehicle is mechanically calculated, either for distance traveled or time consumed, or both, and upon the instrument, appliance, device or machine such charge is indicated by figures.

Sec. 86-27. - City held harmless.¶
A taxicab permittee shall, and by acceptance of his permit does, keep and hold the city free and harmless from any and all claims, costs, liability, damages or expenses, including costs of suit and fees and expenses for legal services, on account of any damages claimed by any third party, including such claims by agents or employees of the city or of the permittee, to have been sustained in or about any taxicab stand established or maintained by or for taxicabs, or in or about any of the permittee's premises, or arising out of the permittee's operations, as a result of anything claimed to have been done or omitted to be done by the permittee, or by anyone claiming or acting under the permittee.

Sec. 86-28. - Information to be posted inside taxicab.¶
There shall be displayed in the passenger compartment of each taxicab or rent car, in full view of the passenger, a card not less than two inches by four inches in size which shall have plainly printed thereon the name of the owner, or the fictitious name under which the owner operates, the business address and telephone number of the owner, and a correct schedule of the rates to be charged for conveyance in the vehicle.

Sec. 86-29. - Right of entry of police.¶
The chief of police, or any member of the police department under his direction, shall have the right, at any time after displaying proper identification, to enter into or upon any permit-holding taxicab or rent car for the purpose of ascertaining whether or not any of the provisions of this article are being violated.

Sec. 86-30. - Unsafe vehicles to be ordered out of service; cleaning of vehicles; lost…¶
(a) Any taxicab or rent car which is found, after any such inspection, to be unsafe or in any way unsuitable for taxicab or rent car service shall be immediately ordered out of service, and before again being placed in service shall be placed in a safe and proper condition.
(b) The interior of every taxicab or rent car shall be thoroughly cleaned at least once in every 24 hours, and forthwith all property of value left in any such vehicle by a passenger shall be reported by the owner thereof to the chief of police.

Sec. 86-31. - Driver to take most direct route; receipts.¶
(a) Any driver employed to transport passengers to a definite point shall take the most direct route possible that will carry the passenger to his destination safely and expeditiously.
(b) Every driver shall, if requested, give a correct receipt upon payment of a fare.

Sec. 86-32. - Refusal to pay fare.¶
It shall be unlawful for any person to refuse to pay the lawful fare of any of the vehicles regulated by this article, after employing or hiring the same.

Sec. 86-33. - Observance of rated seating capacity.¶
No driver of any taxicab or rent car shall accept, take into his vehicle or transport any larger number of passengers than the rated seating capacity of his vehicle.

Sec. 86-34. - Rules and regulations.¶
The chief of police is hereby empowered to and may make such rules and regulations not inconsistent with the provisions of this article as may be necessary or desirable to aid in the enforcement of the provisions and purposes of this article. The rules and regulations may include, but are not limited to, a system of identification and numbering of taxicabs and drivers.

Sec. 86-35. - Medical transportation exempted.¶
This article shall not apply to the transportation of the physically handicapped and chronically ill in specially equipped vehicles, which vehicles cannot ordinarily be used for the trans-portation of taxicab patrons. No person operating a service claiming exemption shall transport any person not physically handicapped or chronically ill.
