Sec. 30-26. - Composition; division of membership.

The fire department shall consist of a fire chief and such officers, firefighters, paramedics and other personnel as may be necessary for the effective operation of the department.

Sec. 30-27. - Appointment of personnel; responsibility of personnel to fire chief.

The fire chief shall appoint all officers, firefighters and other personnel to the fire department, and all fire department personnel shall be accountable to the fire chief.

Sec. 30-28. - Fire chief; appointment, qualifications.

The fire chief shall be the chief executive officer of the fire department. The fire chief shall be appointed by the city manager. The fire chief shall be technically qualified through training and experience and shall have the ability to command firefighters.

Sec. 30-29. - Departmental rules and regulations.

The fire chief shall establish, maintain and enforce rules and regulations governing the discipline, training and operation of the fire department.

Sec. 30-30. - Departmental budget, reports.

The fire chief shall each year submit a tentative budget for the fire department to the city manager. The fire chief shall make an annual report and such other reports to the city council as may be required concerning the fire department, including suggestions and recommendations for improvements, and listing appropriate data in order to maintain a complete record of the activities of the department.

Sec. 30-31. - Inspection of buildings and structures other than private dwellings.

The fire chief is authorized to inspect from time to time, but not less frequently than once yearly, all buildings and premises other than private dwellings and to order the elimination of hazardous conditions that may exist in such structures in violation of the fire code adopted by the city. For the purpose of inspection, the fire chief is authorized, consistent with applicable laws, to enter any and all buildings and premises other than private dwellings at any reasonable hour.
